
About the Role:
- We are looking to hire a highly motivated and passionate individual as Manager/Senior Manager to work with governments and multilaterals, both in India and globally, to drive systemic reforms in PFM through the use of the iFIX (Integrated Fiscal Information Exchange) platform built by eGov.
- The incumbent should have prior experience in the PFM domain, working with Government projects and/ or advisory roles, and should display a self-starter attitude, having the ability to liaise with internal and external stakeholders.
- The Manager/Senior Manager for Digital PFM will serve as the domain expert, driving the strategic adoption of the iFIX platform and fiscal specifications across government systems.
- This role is responsible for creating a compelling narrative around digital PFM transformation, co-creating solutions with government partners, and ensuring that digital platforms address real-world challenges in fund flow, transparency, and data quality.
- The incumbent should be an effective communicator, displaying excellent written, oral, and presentation skills.
Key Responsibilities:
- The Manager/Senior Manager will be responsible for creating a persuasive value proposition for eGov's Digital PFM mission and building a strong narrative for it at both state and Central levels.
- He/she will also be responsible for leading the adoption of the Digital PFM strategy as part of the engagements with the finance departments and their teams.
A) Drive the PFM domain work at eGov to ensure that both the DIGIT and iFIX platforms, and the fiscal event specifications solve real-world PFM problems:.
- Act as the subject matter expert on PFM, providing deep domain insights to shape product specifications, policy frameworks, and implementation strategies.
- Track and monitor the current scenario of public finance in the Indian states through publicly available documents and expert interviews.
- Identify lacunae and define solution approaches for addressing these through iFIX.
- Create policy briefs/ whitepapers on using DIGIT and iFIX for improving various aspects of the PFM cycle, linking outlays to public service delivery outputs.
- In addition, this person will also work with PFM actors to co-create programs and solutions for the identified use cases with the ecosystem for broader adoption.
B) Drive adoption of DIGIT, iFIX and the fiscal event standards at both state and central levels in India and abroad:.
- Work with the PFM team at eGov to create a clear value proposition on how iFIX complements existing PFM systems like the PFMS, IFMIS, and others, by bringing in an outside-in perspective.
- Build and maintain partnerships with government agencies, multilateral organisations, and think tanks to amplify the reach and adoption of eGov's Digital PFM solutions.
- Advise and support state and central governments design programs that help them leverage DIGIT and iFIX to drive large-scale PFM reforms, and support the government agencies in institutionalising these reforms for long-term sustainability.
C) Create a narrative for advocacy of eGov's approach for digital PFM transformation:
- Develop and articulate the value proposition of eGov's Digital PFM approach to improve service delivery through whitepapers, policy briefs, and case studies.
- Support the advancement of the India Public Finance Collaborative (IPFC).
- Engage with state and central government practitioners and bureaucrats and experts, to gather state specific information in the public finance domain.
- Represent eGov at national and global forums, advocating for open, interoperable digital public finance systems.
- Act as the in-house anchor to own and manage the digital PFM theses list, design experiments for thesis validation, generate evidence, and disseminate findings.
Qualifications & Skills:
- Master's degree in Economics, Public Policy, Business Administration, or CA; a strong background in public finance.
- 6-10 years of experience in PFM, advisory, or consulting roles, preferably with exposure to government financial systems.
- Field experience working with state or central government departments on fiscal reforms.
- Familiarity with Government Financial Rules, budgeting, procurement, and reporting processes preferred.
- Prior knowledge of PFM systems ( IFMIS, PFMS) is an added advantage.
- Excellent analytical, writing, and communication skills; ability to influence senior stakeholders.
- Self-starter with creative problem-solving abilities and a collaborative mindset.
- Ability to interact with and manage a diverse set of stakeholders, including high-level decision makers, and provide effective advocacy.
- PFM program experience with demonstrated ability to operate independently, and take executive decisions in consultation with organisational leadership.

Location: Bangalore (with travel to program sites).
