Reason for hire: - Digital Green is entering an exciting phase of development as it expands its activities to additional countries in Asia and Africa. They are seeking a strong leader to help them grow their product offerings in service of the smallholder farmers. This is a replacement position for the current incumbent The ideal candidate is someone who is an astute leader and has been a part of a high growth organization or department along with relevant experience of managing large complex multi stakeholder programs/projects. Excellent representation skills with the ability to engage proactively with donors and the Government. Key Responsibilities :&nbsp; The position is responsible for planning and implementing of all programs across all thematic areas in India. It may handle some programs in other geographies in Asia if required especially when the geography is being developed. The position is responsible for ensuring effective program implementation in terms of outcomes, impact and reach through the program team and partner organizations (eg: local NGOs, national / state government organizations, etc.) in adherence to the policies &amp; process of Digital Green, grant agreement and statutory requirements. This position is also responsible for driving advocacy for the programs being managed. Program Strategy and Planning: - To develop the overall plan for program implementation in India (if required other geographies) and have a sign-off from Head (Asia). This would include annual plans indicators for the program, in line with the donor requirements and also manpower plan. - To support Head (Asia) in developing strategy for Asia, by providing inputs - To finalize outcome with timelines to be achieved for each project - To guide the State Heads in the development of the state plans and allocate budgets accordingly - To maintain an overview of the issues relating to the program area, government policies and initiatives, and impact assessment - To monitor trends in the external environment and consider these during the strategic planning and management of the program - To represent Digital Green's Program team and liaise effectively with the other countries- Program teams, - NGO partner organizations, Local Forums, National / State Governments, and Program Units in the country Program Implementation &amp; Management: - To provide oversight and guidance for program implementation to ensure that the program is well planned, managed and reported, attaining the desired objectives within the agreed budgets and timelines - To ensure adherence to the Digital Green's strategies and global operating standards and policies in terms of program delivery in the country - To ensure that the team is providing requisite guidance and hand-holding support to the partner organizations to enable achievement of the program objectives - To ensure effective grant administration and financial monitoring of the program through the Accounts (Asia) team - To ensure appropriate utilization of the Grants in the states and review the Fund Utilization Reports submitted by State Heads - To undertake periodic review meetings with the team, review and sign-off on Program status reports and reports developed for the donor, as required - To ensure thorough monitoring and evaluation of the program is happening through the M&amp;E framework to measure impact of program - To regularly review M&amp;E results / reports for the program, identify issues / challenges / deviations and suggest mid-course corrections in consultation with the Strategy (Asia) - To ensure proper recordkeeping of all program related documents, incl. Documents related to grant management, and reports through the team - To review the required documents and give program related approvals (including work related travel of program team, procurement, etc.), as necessary - To work with the Monitoring &amp; Evaluation on developing and establishing systems for smooth implementation - To ensure documentation and communication of the impact and reach to various internal and external stakeholders, as required Networking &amp; Advocacy: - To network and establish strong relationships with the key stakeholders such as Ministries / Government Departments, Corporate / Private Sector, Academia, INGOs, etc. - both at Centre and State Level - To engage with the government through multiple mediums to promote successful models through evidence &amp; best practices from programs - To identify and leverage opportunities for joint initiatives and to influence public policies / schemes in line with the program objectives and Digital Green's priorities - To ensure networking with partners and other intermediaries to further the programs- objectives - To represent the program and Digital Green at various forums and to various stakeholders - To collaborate with these stakeholders and share program progress / learning towards influencing public policies and schemes / programs, as required by the program Donor Management: - To maintain and build strong relationships with all donors through meetings and facilitating visits, as required - To ensure that regular meetings are being conducted with the donor to communicate program progress, key achievements, and challenges - To represent Digital Green in programs related meetings with the donor and the partner organizations, as required - To liaise with donors to seek program or grant extensions or identify additional program needs, as required - To ensure submission of quality donor reports in the stipulated formats / templates and timely manner - To ensure prompt resolution of the queries raised by the donor and directly handle escalated / critical / sensitive issues - To accompany the donor to conduct field visits and accompany the donor on visits, if required Partner Management: - To participate and support in the technical assessment and selection of partner organizations for the program activities, as required - To guide the partner organizations and monitor their performance to ensure delivery as per agreement - To strengthen the existing partnerships with partner organizations to deliver quality programs within timelines - To ensure regular communication with the partners for sharing strategic updates, changes in program or donor requirements - To provide guidance and support to the state heads for resolution of critical issues with the partners, as required - To facilitate the creation of new partnerships in the Country as per the program needs Compliance &amp; Audits: - To ensure that the program team and the partner organizations adhere to the Digital Green's operating procedures / policies, grant agreement and statutory compliance in delivery of the program - To provide adequate support and information to the internal and external auditors (including auditors appointed by the donor) - To ensure coordination with the partner organizations towards prompt resolution of all non-compliances and issues highlighted by the internal / external auditors Capacity Building: - To support the Training Team on building internal and external capacities of Digital Green which includes developing and designing of training modules, working on mobile applications and organizing trainings - To ensure capacity building of the team for effective program management and implementation - To ensure regular capacity building is conducted for the partner organizations to facilitate the delivery of quality outcomes for the program within the agreed budget and timelines Note: The roles and responsibilities outlined above are not meant to be an exhaustive list of tasks. Must Haves: - Minimum 15 years of work experience, out of which minimum 5 years in a leadership position, preferably overseeing a department or small organization through periods of significant growth and expansion. - Post graduate degree in Agriculture, Rural Development, Agriculture Engineering, etc - Experience of engaging with a range of stakeholders such as ministries / government departments, corporate / private sector, academia, INGOs, etc, both at national and state level. - Holistic understanding of the agriculture and health sector and relevant linkages to Digital Green.
