
Role Overview:
Director - DigiGov will drive digital transformation initiatives within the Public Sector ecosystem of Gujarat. The role focuses on business development, strategic government engagement, solution positioning, and leading large-scale IT/government technology programs. The candidate must have deep knowledge of GovTech, e-Governance frameworks, state-level procurement processes, and experience working with key government stakeholders.
Key Responsibilities:
Business Development & Growth
- Own and drive business development for Digital Government (DigiGov) offerings across Gujarat.
- Identify, pursue, and convert opportunities in key sectors such as e-Governance, Smart Cities, Urban Local Bodies, Rural Development, Education, HealthTech, and Digital Infrastructure.
- Lead proposal development, RFP/RFQ responses, bid defence, and solution presentations.
- Build strong pipeline and revenue forecasts aligned with state-level digital priorities.
Government Stakeholder Management:
- Engage with senior government officials-Secretaries, MDs, CEOs of state-owned enterprises, department heads, and nodal agencies.
- Maintain strong relationships with Gujarat government bodies such as GIL, DST, NIC, GIDB, Urban Development Dept., Health Dept., Education Dept., etc.
- Represent the organization in government forums, workshops, consultations, and technology discussions.
Digital Government Strategy:
- Understand Gujarat's digital roadmap, policies, and mission-mode projects (e.g., Digital India, CPGRAMS, Smart City Mission, PM Gati Shakti, Digital Health Mission).
- Shape digital transformation strategies for clients using emerging technologies-AI, Cloud, Data Analytics, IoT, Cybersecurity.
- Support design of scalable solutions for public service delivery, digital platforms, and citizen-centric services.
Program Leadership & Execution:
- Oversee delivery governance for large state projects ensuring timelines, compliance, and stakeholder alignment.
- Collaborate with internal practice teams, technical architects, solution consultants, legal, and finance.
- Manage consortium partners, OEMs, and implementation vendors.
Market Intelligence & Partnerships:
- Track state-level tenders, policy updates, technology trends, and competitive landscape.
- Build partnerships with technology providers, SI partners, consulting organizations, and domain experts.
- Identify opportunities for innovation in digital public infrastructure (DPI), open-data platforms, and AI-led governance solutions.
Required Skillset:
- 12-18 years of experience in IT services, government consulting, or digital transformation.
- Minimum 7+ years working with Public Sector / Government clients, preferably Gujarat state ecosystem.
- Proven success in government business development, including RFP responses and winning large IT projects.
- Strong understanding of Indian e-Governance standards, procurement norms, and state-level digital governance models.
- Experience in IT domains such as cloud, application development, data analytics, cybersecurity, ERP, or digital platforms.
- Ability to manage large-scale, multi-year public sector programs.
- Excellent communication, senior stakeholder management, and negotiation skills.
Preferred Qualifications:
- MBA/PGDM from reputed institute (preferred).
- Bachelor's in engineering / IT / Computer Science.
- Certifications in project/program management (PMP, PRINCE2) or cloud certifications (Azure /AWS/ GCP) are a plus.
- Gujarati language proficiency (preferred but not mandatory).
