TITLE : DGM/GM Liasoning & Regulatory Affairs

REPORTING TO : Head Liasoning & Regulatory Affairs (Vice President)

QUALIFICATIONS & EXPERIENCE :

1. B Com / Graduate/PG from a college of reputed Institute.


2. 15 - 20 years of experience in Liaisoning in construction and project management industry / infrastructure development / commercial complexes / residential. Incumbent should be highly knowledgeable in planning norms and regulatory frameworks for NCR region.

POSITION GOALS AND KEY PERFORMANCE INDICATORS:

The incumbent, in this role, shall be responsible for:

- Projects approvals (pre-construction, construction and post construction)

- Facilitate coordination across departments to secure necessary approvals from authorities and license applications for multiple projects, in a timely manner.

- Monitoring Compliances, Building Code & adherence to various Laws for projects under construction

- Collaborate with BD team for understanding & guiding on Regulatory aspects of new land deals (DTCP, zoning, FAR analysis, optimizing land utilization)

- Build relationships with regulatory authorities / Ministries / Local Fire & Police deptt / BSES etc.

DUTIES & RESPONSIBILITIES:

In the role, the following illustrative list of responsibilities are included, but not limited to:

Coordination:

- Liaison with land authorities for companys projects, for application / submission of NOCs, modifications, permissions, approvals, sanctions etc.

- Liaison with local municipal authorities, water supply board, power distribution authority, ministry of urban development, ASI, Central Ground Water authority etc for information, application submission and follow ups for permission etc.

- Ensuring all statutory compliances are met

- Liaison with or through business development with landowners / Consolidators

Coordination - Business Development / Legal:

- To assist Business Development in land acquisition, to draft proposals, sending of revenue records, ownership rights etc. and to check the land around before purchase.

- To get the land demarcated after doing the needful documentation in the revenue department.

- The get the purchased land fenced (barbed wiring) and to depute security guards to protect the purchased land from encroachment.

- To get the payment released of the farmers / intended seller and consolidators / facilitators from the accounts department (if applicable).

- To check the security guards randomly regarding their presence and performance.

- To coordinate with the officers of the civic bodies like DDA, MCDA, NDMC, OWD, L & DO, Revenue department etc. as and when required

General Liaison:

- Liaison with environment authorities for NOCs on an ongoing basis

- Coordination with the consultant and the technical team for various input preparation of EIA reports / NOC and EC documents (if applicable).

- Ensuring all statutory compliances are met at the site

- Liaison with local infrastructure authorities to integrate the building layout plans in accordance with the overall master plan.

- Follow up on permissions for building plan approvals from the authorities.

- Liaison with government bodies to facilitate the maintenance of adjoining areas and enable infrastructure development, in and around the land.

- Act as a facilitator on all issues pertaining to the local infrastructure matters.

- Explore the opportunity for various infrastructure projects offered by the government.

- Giving inputs on the proposed tenders / attending tender openings, bids, auctions, as and when required.

- Assist in environmental issues and review submission of applications and questionnaire for NOCs and environmental clearances to state / central government.

- Facilitate input on the preparation of EIA (Environment Impact Assessment) reports.
