Deputy General Manager/General Manager - Land Acquisition Lead

Job Purpose:

To support the end-to-end process of land acquisition for industrial, infrastructure, or mining projects, including due diligence, coordination with stakeholders, documentation, and compliance with statutory requirements. The role also involves liaisoning with Authorities and local land owners to facilitate smooth acquisition and possession of land.

Key Responsibilities:

- Assist in identifying suitable land parcels for project needs (Government & Private).

- Conduct legal and revenue due diligence, including title verification, mutation status, Status of land as on 1980 (FC Act) and encumbrance checks for plant and Mines.

- Coordinate with legal teams for vetting of land documents.

- Support in the acquisition process under applicable laws (e.g., RFCTLARR Act, State Land Acquisition Acts, consent-based models) with IDCO / District Land Acquisition Office.

- Preparation of documentation related to agreement (sale deeds/ lease deeds), and registration of the same.

- Liaise with local authorities such as engagement with local landowners, community

representatives, and panchayat-level bodies to build trust and ensure support for acquisition and Gram Sabha and Public Hearing.

- Preparation of Genealogy with the help of District Land Acquisition team.

- Monitor progress of land demarcation, survey, and measurement activities

- Assist in processing compensation packages, disbursements, and addressing grievances of affected parties.

- Coordinate with R & R Administrator and authorities for effective implementation of R&R (Resettlement & Rehabilitation) plans as per Odisha R & R Policy 2006.

- Maintain updated records of acquired land parcels, agreements, payment registers, and compliance documents.

- Support project, mining, and plant teams with timely regulatory input and approval processes.

- Arrangement of Surface right over Govt. land through alienation, private and forest land.

- Liaison with authorities for opening Mines and plant regulatory permission works.

- Lead crisis communication efforts in case of any local and operational challenges at site.

- Extend support for forest clearance of mines and compliance of in- principal approval of forest clearance.

- Ensure smooth handling of pre- activities of environment clearance of plant.
