Reports to Role : Site Project Manager

Department : Engineering and Maintenance

Location : Goa

Role purpose:

- To develop, in conjunction with the Project Sponsor, a definition of a specific Project at site and agreement on milestones for all projects assigned to the site Project team.

- To prepare capital proposals as per the agreed deliverables and milestones, cost estimation and getting necessary approvals to execute the project.

- To plan, co-ordinate, implement, execute, control and completion of projects within approved budget, timelines and ensure that agreed scopes are delivered in a safe manner.

- To work closely with his line manager and project sponsor as well as other departments to make sure that each project is on schedule.

Accountabilities:

- To ensure high level of HSE, GEP standards are maintained at site to deliver the project safely.

- To Deliver all the assigned projects in compliance with Deccan project process guidelines and Engineering standards.

- To Ensure the project is effectively resourced and managed

- To engage required stakeholders effectively during the project for the successful project implementation.

- To Manage the work of consultants, regulators and other internal stakeholder to obtain necessary approvals for the project related work.

- To plan and organize appropriate resources in an efficient manner to avoid delays and budget over run.

- To prepare required engineering design, specification, costing and ensure that the projects are well justified for implementation

- To Ensure that all changes are carried out as per site Management of Change (MOC) procedure.

- To facilitate required levels of Process Risk Assessments (PRA) are completed during the project execution and commissioning

Responsibilities:

Project Planning:

- Define the scope of the project and sign off with the user team.

- Prepare cost estimation for the project.

- Prepare the necessary documentation, capital proposals and get the project approval for execution.

- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project

- Ensure that User Requirement Specification for equipment and other critical items are available and approved.

- Determine the resources (time, money, equipment, etc.) required to complete the project

- Develop a schedule for project completion that effectively allocates the resources to the activities

- Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required

- Determine the objectives and measures upon which the project will be evaluated at its completion.

Project Team:

- Define the roles of Project team members based on the skill to deliver the projects with RFT.

- Hire the required contractor resources and co-ordinate within team to deliver the project on time.

- Adequate resources are available to execute the project.

- Hiring of external resources on need base.

Project execution:

- Prepare procurement plan and release Purchase orders in co-ordination with Procurement team to ensure timely delivery of the project.

- Necessary detailing work is completed and approved before executing the project.

- Necessary construction drawings are available for construction.

- Involve third party consultant if required for equipment, piping and support design.

- FAT and other inspections are completed as per project QAP

- Execute the project according to the project plan.

- Track the change if any in project scope or specification during project execution with necessary change control documentation and escalating issues where necessary.

- Develop test certificates and records to document project activities.

- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project

- Establish a communication schedule to update stakeholders on the progress of the project

- Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards

- Recording and managing project issues and escalating where necessary.

Budget control:

- Monitor the project spend against approved budget on regular basis (monthly/bimonthly) and communicate.

Project Evaluation:

- Project deliverables are on time, within budget and at the required level of quality

- Evaluate the outcomes of the project as established during the planning phase

Project closure:

- Handover all project related documents, equipment drawings and manuals, all approved drawings & inspection reports to Plant Maintenance Manager and design office.

- Co-Ordinate and provide necessary documents for closure of MOC.

- All the bills are settled related to the project.

- Prepare project capitalization documents and handing over to finance for closure.

Critical experience

- At-least 15 years experience in AI Plant/ Chemical/Petrochemical Plant Projects/ Maintenance with min 3 Years Project Management experience

- Hands on experience to work independently in rectifying the equipment's problems

- Inspections of equipment's & inspection techniques.
