Job Summary:

The Divisional Manager - Shutdown & Turnaround is responsible for leading, planning, coordinating, and executing shutdown and turnaround projects within the refinery or oil and gas industry ensuring timely delivery, cost effectiveness, safety compliance, and operational excellence. The role oversees multiple shutdown projects across refineries, petrochemical plants, and industrial facilities while driving business growth and client satisfaction. The role requires an individual with extensive experience in refinery/oil and gas plant maintenance, shutdown management, and team leadership in high-risk, high-stakes environments.

Responsible for the effective operational compliance with QHSE policies, systems and work instructions

Key Responsibilities:

1. Strategic & Operational Leadership:

- Develop shutdown & turnaround execution strategy aligning with business goals and client requirements.

- Lead multiple site shutdown projects concurrently ensuring scope clarity, resource readiness, and compliance with contractual obligations.

- Establish standardized procedures, tools, and best practices for shutdown execution across all projects.

2. Operational & Project Execution:

- Lead and manage the overall strategy for shutdowns and turnarounds (TAR) for refinery or oil & gas assets, ensuring minimal downtime and optimal resource allocation.

- Lead end-to-end planning and execution of shutdown and turnaround activities including scoping, resourcing, scheduling, and mobilization.

- Ensure project delivery within approved timelines, budgets, and contractual obligations.

- Review technical scope, work packs, method statements, and resource requirements.

- Coordinate with various departments (operations, maintenance, engineering, procurement, HSE) to ensure smooth execution of shutdown activities.

- Oversee equipment deployment, tools, manpower planning, and subcontractor coordination.

- Ensure effective execution strategies aligned with client standards and industry best practices.

3. Client & Stakeholder Management:

- Serve as primary point of contact for key clients for shutdown and turnaround projects.

- Build and maintain strong relationships with client operations, maintenance, and procurement teams.

- Participate in contract negotiations, bid clarifications, and project review meetings.

4. Commercial & Cost Management:

- Monitor cost performance, cash flow, invoicing, and profitability for assigned projects.

- Develop, manage, and track the budget for shutdown and turnaround projects, ensuring projects are completed within financial constraints.

- Identify potential cost-saving opportunities while maintaining safety and quality standards.

- Prepare cost forecasts, monitor actual expenses, and provide regular financial reporting on progress against the budget.

- Oversee procurement of materials, equipment, and third-party services required for the turnaround process.

5. Risk Management and Safety Oversight:

- Ensure that all shutdown and turnaround activities adhere to strict safety, health, and environmental standards in line with refinery or oil and gas industry regulations.

- Identify and mitigate risks related to shutdown activities, including potential hazards, resource constraints, and timeline delays.

- Lead safety audits and ensure the implementation of corrective actions to address any safety concerns.

- Conduct safety reviews and risk assessments before, during, and after each turnaround.

6. Team Leadership and Development:

- Lead, motivate, and manage cross-functional teams responsible for executing shutdown and turnaround activities.

- Provide training, mentoring, and development opportunities to staff, ensuring high levels of performance and technical proficiency.

- Foster a culture of collaboration, safety, and continuous improvement within the team.

- Manage resources effectively to ensure that the right personnel, equipment, and materials are in place.

7. Post-Turnaround Review and Continuous Improvement:

- Conduct post-shutdown reviews to evaluate performance, identify lessons learned, and recommend improvements for future shutdowns and turnarounds.

- Develop and implement corrective actions for issues identified during the shutdown process to improve performance and efficiency in subsequent turnarounds.

- Ensure all documentation is complete, accurate, and submitted in a timely manner for future reference and audits.

8. Reporting & Documentation:

- Provide periodic progress reports, performance metrics, risk evaluations, and final shutdown closure reports.

- Maintain accurate documentation of work scope, change orders, and project records.

Qualifications & Experience :

- Bachelor's degree in mechanical engineering, Petroleum Engineering, or a related field.

- At least 15 years of experience in refinery, oil & gas, or petrochemical plant shutdown/turnaround management.

- At least 5 years in a leadership role managing large-scale shutdown and turnaround projects.

- In-depth understanding of shutdown, maintenance, and turnaround practices in the oil & gas or refinery industry.

- Strong knowledge of HSE regulations, industry standards, and best practices in turnaround management.

- Proficiency with project management tools and software (e.g., Primavera, MS Project, or similar).
