Bid Manager (ICT Projects)
Job Description:
Scouting Dynamic Bid Manager to lead and manage comprehensive bid and proposal responses across both Indian and international markets. The role demands extensive experience in handling large-scale, multi-stakeholder e-Governance and IT/ICT initiatives.
The ideal candidate will combine strategic insight, cross-functional leadership, and execution excellence to deliver winning bids for high-impact technology programs.
Key Responsibilities Areas (Not Limited To):
- Manage the complete bid lifecycle from RFP analysis to submission and post-bid clarifications.
- Lead cross-functional teams, ensuring all technical, functional, infrastructure, financial, and legal inputs are integrated within timelines and quality standards.
- Identify inter-dependencies (& stakeholders) and develop/prepare and maintain a detailed bid plan with tasks, milestones, deliverables and associated timelines for proposal preparation activities.
- Coordinate with internal stakeholders to ensure clarity of deliverables, responsibilities, and timelines.
- Manage the bid plan throughout the Bid Process including - Maintaining opportunity/RFP status, notes, progress updates, preparing and sharing Minutes of meetings (MOM) of all Bid related governance meetings.
- Develop and implement robust bid strategies aligned with client requirements and organizational objectives.
- Coordinate with partners and OEMs for solution alignment, quote procurement, and technical documentation support.
- Facilitate and follow up with technology and business teams for effort estimation, pricing inputs, and approvals.
- Review RFPs/RFQs to identify risks, compliance needs, and differentiators.
- Produce high-quality bid content including project methodologies, management plans, and executive summaries.
- Deliver a Final approved Proposal package/documents to the client in accordance with the Protean guidelines and standard operating processes.
- Plan the coordination with the help of administration Department, for Packing of BID and Timely Submission
- Consult with clients during various meetings like Pre-Bid Meeting, Vendor Briefings, Post-Bid Clarification meetings etc.
- Maintain a structured repository of reusable bid templates, case studies, and standard content libraries.
- Support contract finalization activities and project handover post-award.
- Any other relevant adhoc support required w.r.t. Monthly or Quarterly business reviews, management reviews, client meetings/presentations etc. as assigned by the team management.
Must-Have Experience:
- Proven experience working on large-scale, multi-stakeholder e-Governance and IT/ICT projects, including RFPs/Tenders in both India and international markets.
- Direct experience of responding to multilateral funding agencies (World Bank / UNDP / ADB) or central government's strategically important tenders such as National ID/Integrated Tax Administration/Social Security Administration/Biometric identification or authentication systems etc)
- Firsthand experience with e-Procurement portals such as GeM, CPP, and worldbank, ADB, UNDP procurement platforms.
- Strong understanding of public procurement norms, documentation requirements, and compliance frameworks.
- Demonstrated ability to manage multiple high-value bids simultaneously under tight deadlines.

- Bachelor's degree in engineering, IT, or a related field; MBA or equivalent preferred

- Ability to review, validate, and ensure accuracy in deliverables and documentation
- Skilled in quality assurance and compliance checks for projects and proposals
- Adept at time management and prioritization while maintaining precision in execution.
