The AVP - Strategic Initiatives will lead the group's strategic airspace infrastructure initiatives, working closely with State and Central Government authorities, investors, infrastructure partners, and drone ecosystem players to take large-scale projects from concept and stakeholder engagement through DPR development, concession/MoU closure, SPV structuring, fundraising, and execution readiness. Reporting to the VP - Growth, this role will own the end-to-end process for establishing strategic Aero projects and building the ecosystem required to operationalize them. The role requires strong experience in government-led infrastructure programs, PPP/BOT/BOO models, project development, stakeholder management, and commercial structuring. The position is highly strategic and externally facing, with approximately 50% travel across states and key stakeholder locations. The ideal candidate will be comfortable navigating complex government and institutional environments, driving multi-party negotiations, and converting strategic opportunities into executable, funded projects.

Key Responsibilities:

1. State and Government Project Development:

- Own the end-to-end process for State Aero/airspace infrastructure projects from initial engagement through DPR, MoU/concession agreement and transition to execution.

- Build and manage relationships with State and Central Government authorities, departments, agencies, and other institutional stakeholders.

- Drive DPR preparation, review, approvals, negotiations, and closure in a structured and time-bound manner.

- Identify and secure appropriate concessions, permissions, incentives, and operating frameworks required for project execution.

- Establish clear project governance, milestones, stakeholder responsibilities, dependencies, and escalation mechanisms.

- Ensure projects move systematically from strategic discussion to a firm, executable agreement.

2. SPV Structuring and Fundraising:

- Lead project reports, business cases, financial/project documentation and supporting materials required for SPV formation.

- Coordinate with investors, financial institutions, strategic partners, legal advisors, government stakeholders, and internal teams for SPV structuring.

- Support fundraising discussions and investor engagement aligned to individual Aero projects.

- Build a strong pipeline of potential SPV investors and strategic capital partners.

- Track project-level funding requirements, commitments, closure and readiness for execution.

3. Drone Services Ecosystem:

- Build a qualified partner ecosystem across drone operations, surveillance, infrastructure, technology and allied services.

- Lead commercial and strategic discussions with potential service partners through onboarding and contractual closure.

- Represent Indrajaal in senior government, investor and industry forums as required.

Qualifications:

- 18+ years of total professional experience, with at least 10 years of relevant experience in strategic infrastructure/project development, government programs, PPP or large-scale institutional projects.

- Proven experience working with State and/or Central Government authorities on large infrastructure or technology-led projects.

- Strong exposure to PPP, BOT, BOO, concession or similar project development models.

- Experience in one or more of the following sectors strongly preferred: Airports/Airport PPP, Telecom infrastructure, Electronic or cyber infrastructure, Smart Cities, Digital/physical infrastructure, Large-scale technology-enabled public infrastructure.

Why This Role Matters:

The group is building beyond a counter-drone product into a broader airspace infrastructure and autonomous security ecosystem. The success of these initiatives depends on converting strategic government opportunities into structured, executable and funded projects. The AVP - Strategic Initiatives will be a critical bridge between government intent, infrastructure development, capital, technology and execution. This role will directly influence the company's ability to establish Aero projects across states, secure long-term concessions, mobilize project capital through SPVs, and create the service-provider ecosystem required to operationalize these projects. Success in this role will be measured by the ability to close state-level concessions, mobilize capital against projects, and build the partner ecosystem needed to move projects from opportunity to execution.
