
Key Responsibilities
- Lead and manage end-to-end tender business operations across East Africa and SADC regions.
- Identify, evaluate, and respond to government/institutional tenders for ARV and other essential pharma products.
- Build and nurture relationships with key procurement bodies, including:
- Ministries of Health (Kenya, Ethiopia, Rwanda, Sudan, etc.)
- Kenya Medical Supplies Authority (KEMSA)
- Ethiopian Pharmaceutical Supply Agency (EPSA)
- Rwanda Biomedical Center (RBC)
- National Medical Stores (NMS) Uganda
- Central Medical Stores (CMS) of various SADC nations
- Monitor and coordinate local PRs (Purchase Requests) and ensure timely alignment with tender specifications.
- Maintain compliance with local regulatory, tax, and commercial guidelines for smooth participation and execution of tenders.
- Drive registrations, pre-qualifications, and eligibility documentation with local tendering
bodies and global procurement agencies (e.g., Global Fund, PEPFAR, UNICEF, WHO).
- Liaise with internal teams (RA, Supply Chain, Finance, Legal) to ensure seamless coordination and bid execution.
- Keep abreast of competitor activity, pricing trends, and procurement forecasts in the region.
- Lead bid presentations, clarify technical and commercial queries, and negotiate tender awards.
- Oversee tender documentation, contract finalization, and execution tracking post-award.
Key Requirements
- Experience: Minimum 14 years, up to 25 years, in pharma tenders, with at least 810 years
handling African tenders for ARVs
Strong exposure to:
- East African tender ecosystem (especially Kenya, Ethiopia, Rwanda, Sudan)
- SADC tender business (Botswana, Malawi, Mozambique, Zimbabwe, Zambia, etc.)
- In-depth knowledge of local PR handling, tender forecasting, country-specific procurement
practices
- Expertise in ARV portfolios, pricing strategy, and donor-funded health programs
- Familiarity with institutional platforms: UNGM, Global Fund, PEPFAR, WHO, USAID, CHAI
- Strong communication, commercial acumen, and relationship-building skills
- Willingness to travel to African countries as per business needs
Preferred Skills
- Understanding of country-specific tax structures, Incoterms, and import norms
- Ability to navigate complex documentation and regulatory requirements
- Experience in working on SAP / ERP platforms for tender management
