Job Title: AGM/DGM - Human Resources (Mines Division)

Purpose Of the Role:
To lead the Human Resources function for the Mines Division by establishing and institutionalizing HR strategies, systems, and practices from greenfield project phase to full operational scale, ensuring talent acquisition, statutory compliance, industrial harmony, and workforce development in alignment with business goals and local socio-environmental dynamics.
Key Responsibilities:
Strategic HR Leadership:
- Design and implement HR strategy aligned with the overall business goals of the Mines division.
- Serve as a strategic business partner to senior management and operational heads.
- Build HR systems and structures for new mine sites from the ground up.
Greenfield Project Execution:
- Lead end-to-end HR planning for greenfield mine projects including manpower planning, recruitment, local liaison, compliance setup, and infrastructure.
- Ensure smooth project execution by establishing robust HR processes from the project planning phase to operational readiness.
Talent Acquisition & Workforce Management:
- Drive recruitment for technical and non-technical roles during the project and operational phases.
- Develop local hiring plans and build a skilled workforce in alignment with government and CSR norms.
- Manage workforce planning, onboarding, deployment, and capability development.
Industrial Relations & Statutory Compliances:
- Establish and maintain harmonious industrial relations with contract workers, trade unions, and local community stakeholders.
- Ensure 100% compliance with all applicable labor laws, mining regulations, and environmental norms.
- Liaise with local and state government authorities, labor department, and regulatory bodies.
Employee Engagement & Capability Building:
- Implement employee engagement programs tailored to mining operations and remote-site conditions.
- Identify training needs and implement development plans for staff and contract labor.
- Institutionalize performance management systems at site.
HR Operations & Administration:
- Set up HRMS systems and processes, payroll administration, contractor management, and grievance redressal mechanisms.
- Supervise HR general administration including site accommodation, welfare, and statutory amenities.
- Drive health, safety, and welfare compliance in coordination with EHS and medical teams.
Key Requirements:
- Education: MBA/PGDM in HR / IR / Personnel Management; preference for candidates with certifications in labour law or industrial relations.
- Experience: 15-25 years of HR experience with at least 5 years in a leadership role at a greenfield mining project site.
- Skills: Strong command of labor laws, mine compliance, stakeholder management, crisis handling, community engagement.
- Proven ability to handle scale, high-pressure project timelines, and remote site challenges.
Preferred Attributes:
- Experience in Eastern India
- Exposure to tribal/community development and CSR programs in rural areas.
- Fluent in Bengali and local dialects will be a plus.
- Ability to work in isolated site conditions with high adaptability.
