About the Role
We are seeking an experienced Project Manager to lead and execute end-to-end factory setup projects, including all associated regulatory licensing in the Kingdom of Saudi Arabia.
The ideal candidate will possess deep knowledge of government procedures, industrial regulations, and compliance frameworks aligned with Saudi Vision 2030.
This role requires strong cross-functional leadership, stakeholder management, and the ability to serve as the key liaison between government authorities, clients, and internal teams.
Key Responsibilities:
Project Leadership & Execution
- Lead, plan, and manage complete lifecycle of factory setup projectsfrom site selection, documentation, regulatory submissions, and licensing to final approvals.
- Develop project roadmaps, allocate resources, and monitor progress to ensure on-time and compliant delivery.
- Coordinate with engineering, legal, compliance, and external consultants to ensure accurate submission of documents to relevant ministries and authorities.
Government Relations & Compliance
- Build, manage, and maintain executive-level relationships with Saudi government bodies including MISA, MODON, SFDA, Municipality, ZATCA, and Labor authorities.
- Ensure all project activities comply with industrial, occupational, environmental, and labor regulations in the Kingdom.
- Stay updated on regulatory changes, Vision 2030 initiatives, and government reforms impacting industrial licensing.
Stakeholder & Client Management
- Act as the primary point of contact for clients, government authorities, and internal teams related to factory licensing and approvals.
- Provide strategic guidance to senior management on regulatory requirements, risks, timelines, and compliance strategies.
- Represent the organization in high-level meetings, official forums, and regulatory discussions.
Documentation & Process Management
- Oversee preparation, validation, and timely submission of all documents required for permits, commercial registration, industrial licenses, and operational approvals.
- Identify process gaps, improve internal workflows, and implement best practices for faster regulatory approvals.
Required Qualifications & Experience:
- Masters or Bachelors degree in Business Administration, Engineering, Industrial Management, or related discipline.
- 10+ years of proven experience in project management, industrial setup, or regulatory licensing in Saudi Arabia.
- Strong understanding of Saudi industrial, labor, environmental, and compliance frameworks.
- Demonstrated experience working with government authorities and regulatory agencies.
- Excellent leadership, stakeholder management, negotiation, and communication skills.
- Fluency in English required; Arabic proficiency highly preferred.
Preferred Skills:
- Strong knowledge of Vision 2030 industrial development initiatives.
- Experience working in manufacturing, industrial projects, or consulting environments.
