Purpose :

The - Chief Manager - Logistics & Back Office- leads the Logistics & Back Office Competency Center under the Trading & Supply team in Downstream (DS) IT.

- The incumbent will lead and develop a high quality global organization to maintain deep functional expertise, business process knowledge and manage change in the competency center application portfolio - all within an agreed budget.

- The role is part of the Logistics and Back Office - natural team- and responsible for increasing the value derived from the application portfolio by working with the Business Interface IT managers, Strategy Planning and Architecture and other sectors to set the strategic agenda.

- The role is accountable for all application change activities (IT project delivery, enhancements and changes resulting from support activities).

- The role is also accountable for securing and maintaining the right skills to successfully deliver on this value agenda. In addition to the Logistics and Back Office activities, the incumbent will also participate and lead activities across the Trading and Supply Leadership team.

Accountability :

- With the Programme Directorate (PD), undertake application portfolio development, changes and enhancements in line with the agreed demand plan. Own the application portfolio from development to release management. Ensure compliance with project delivery standards and best practices.

- With the Strategy, Planning and Architecture (SPA), develop and maintain application portfolio road-maps to meet future Business needs and ensure ongoing portfolio integrity and supportability. Monitor technology and solution trends in the external market.

- With the Business Interface (BI) organisation, improve usage and value from the Logistics & Back Office application portfolio. Additionally to challenge constructively investment decisions to ensure appropriate value discussions within the constrained resource environment and to ensure the appropriate business demand for the constrained resource model.

- With the Trading & Supply IT Leadership Team, lead the path to understanding the future Logistics & Back Office requirements in the context of the Trading & Supply roadmap, to aid the business in making the right investments to future proof application choices as best possible.

- Perform all aspects of staff management including staff development, coaching, goal setting, and performance reviews. Resource the team appropriately to ensure all activities are managed effectively. Deliver scope on budget and track actuals against plan. Drive a continuous improvement culture in the team.

- With Information Risk Management (IRM), ensure controls are applied and/or monitored and that all projects and solutions are compliant with IRM requirements.

Dimensions :

- Leads a team of approx 120 IT experts, experienced in Business Analysis, Technical Analysis, Developer, Database and Testing skills. Additional contractor resource will be used for burst capacity with peaks in workloads as well as access to new skills

- Supporting the Trading & Supply business in areas of Finance Applications, Compliance Applications and Logistics Applications. These are a blend of Vendor packages, Customized Vendor packages and Bespoke Applications.

- The role acts as a Leader of Teams with 7 sub-teams underneath

- Budget: ~$14M USD people budget and project budget of $20m+ USD

- 15+ years of experience

- The Logistics Business and Applications cover over 100 remote locations operating in over 30 countries. Divestments and Acquisitions are a frequent occurrence. Logistics is also the subject matter experts in bulk loading for many other functions beyond Trading & Supply (Upstream, Lubes, Chemicals, etc)

- The Back Office applications in the portfolio typically span multiple Trading and Supply businesses lines which increases the number of stakeholders and dependencies.

Experience and Qualifications :

- Extensive functional experience in managing Business Critical environments with an emphasis on planning and management of project delivery and demonstrated competence in leading and developing diverse teams, in the delivery of global project programmes and the provision of support services.

- Ability to work effectively and manage relationships with senior Business leaders, peers and subordinates, in a virtual, geographically dispersed and cross cultural environment.

- Excellent understanding of the Downstream environment and the associated business processes and their information needs.

- Ability to focus on working towards agreed objectives, while maintaining flexibility to take account of new challenges and changed circumstances, as they occur.

- Positive attitude, committed to achieving deadlines and results with a demonstrable track record of delivery against targets.

- Experience in delivering business projects with multiple functional and business organisations in a global environment.

- Strong focus on creating business value and keen to mobilise/support all players in IT community to achieve this
