The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Overview of Role:

CHAI is seeking a highly motivated and mission-driven individual with strong public health experience, management and analytical skills to drive the malaria and campaign digitization program in Francophone Africa, with a specific focus on DRC. The successful candidate will have the opportunity to be part of an innovative initiative that leverages technology, epidemiology, and cutting-edge analytics to drive reductions in malaria cases and deaths in DRC.

The Technical Advisor (TA) will have a deep personal commitment to producing results and be able to work independently to drive implementation. They must be a highly motivated, entrepreneurial individual with outstanding analytical, problem-solving, organizational, relationship and team management, and communication skills. The TA will have strong quantitative analysis skills and exceptional ability to communicate nuanced and complex technical information clearly and concisely. They must exhibit the capacity to facilitate high-level strategic discussions with a multi-cultural, multidisciplinary set of actors, and a willingness to provide support to different tasks large or small. The TA will join a fun, entrepreneurial and close-knit team who are dedicated to reducing the global burden of malaria.

The TA will be part of the Global malaria team, based in DRC, and will report directly to the regional malaria manager while closely collaborating with the CHAI DRC country malaria and digital health teams.

Responsibilities:

- Serve as a thought leader and contribute to a technically sound strategic vision for how analytics, surveillance, financial management tools, strategic planning, health information and other relevant systems can be leveraged to strengthened malaria program and campaign digitization in Francophone Africa, with a specific focus on DRC.

- Provide technical support to the implementation of malaria control activities including but not limited to strengthening surveillance systems, promoting the use of data for decision making, targeting and prioritization of case management and vector control interventions, and strategic and financial planning.

- In alignment with the DRC country team, communicate effectively across a matrixed organization and expertly coordinate global CHAI teams and resources to ensure DRC-specific project goals are met.

- Contribute to the formulation, review, and provide feedback on technical deliverables, which may include strategic plans, guidelines and standard operating procedures, analysis plan, grant proposals, donor reporting, or implementation updates.

- Contribute to the design and implementation of monitoring and evaluation to measure progress towards malaria goals (analysis of key indicators, design and implementation of monitoring and evaluation of surveillance platforms, etc.).

- Monitor program activities against project goals and donor commitments, identify operational bottlenecks or weaknesses, and work collaboratively with CHAI country and global teams to achieve exceptional results on aggressive timelines.

- Formulate and conduct high quality technical outputs and promote the routine use of data and analysis to evaluate effectiveness of current interventions and inform strategic planning.

- Rapidly digest and synthesize complex technical, political and operational information and expertly tailor results, outputs and action items to a wide range of internal and external stakeholders.

- Identify new opportunities within and outside the initial project scope, anticipate risks and be proactive in responding to them.

- Support CHAI teams with the development of programmatic reports for government and donor reporting, as well as concept notes or other external communication products.

- Other responsibilities in Francophone Africa as needed.

Qualifications:

- Master's Degree in Public Health, Epidemiology, Health Informatics or related field strongly preferred

- Written and spoken fluency in French and English

- Minimum of 5 years of work experience with increasing levels of responsibility and leadership

- Exceptional problem-solving solving skills and analytical capabilities

- Experience in strategy development, planning, and project implementation

- Demonstrated ability to learn quickly, connect the dots and act upon technical information and translate scientific knowledge into actionable insights for decision-making

- Experience in capacity building, mentorship and management of remote or decentralized teams

- Excellent written and oral communication skills, with strong spoken and written - English, and skill in making persuasive presentations and written reports

- Exceptional attention to detail

- Experience working and communicating with government officials and multilateral organizations

- High levels of proficiency in Microsoft Word, Excel, PowerPoint

- Ability to work independently in unstructured settings and to adapt to new environments and challenges

- Ability to effectively scope problems, anticipate and pre-empt emerging issues, and make decisions with conviction even in highly ambiguous contexts

- Willingness to travel domestically and for occasional international meetings and conferences

Advantages:

- Knowledge of malaria, disease elimination or other global infectious disease priorities

- Previous experience working in Sub-Saharan Africa
