Consultant - Urban Engagements, Data Driven Governance The Data Driven Governance portfolio's mandate is to provide directed technology and capacity building support to rural and urban decision making systems, and inculcate data as a way of life in the government's DNA - thereby creating significant impact for underserved and marginalized communities. The portfolio currently engages with projects centred around inclusive collation of standardized data sets, development of dashboards for administrators and facilitating uptake of the same. This position offers an exciting opportunity to interface with innovative data drove projects with urban governments, and work closely on policymaking, institutional strengthening, program design and implementation elements focussed on increasing data capacities in cities. This role also includes bringing in research related insights and rigour to datasets in cities, thereby significantly altering the course of governance and decision making in the country. Work on driving the Trusts engagements with city and central governments through direct or PMU related interventions, and associated partners and grantees engaging in the urban segment of data driven governance. 2. Conceptualize, deliver and document capacity building programmes for municipal officials on urban data governance in consultation with city and central governments. This will include developing and streamlining content basis stakeholder segmentation, and delivery of webinars through engagement with sector experts. 3. Ensure synergy of partner deliverables with Trust mandates, and coordinate with internal teams on grant making processes and regulatory aspects, where required. 4. Develop policy briefs and learning documents based on emerging data regulatory policies, analysis of datasets generated from Govt. and Tata Trusts initiatives. 5. Preparation of documents and presentations for research based stakeholder reporting as well as dissemination activities and course material bringing out the value of data governance in policy making 7. Active engagement with all DDG team members to conceptualize areas of synergy and facilitate cross pollination of ideas Skills & Competencies for Ideal Candidate : Skills : - Decent understanding of technology interventions in Indian governance systems with a willingness to enhance command of ICT, e-governance solutions and data analytics in the government, non-government and private ecosystems. - Excellent leadership and project management skills, and the ability to work in a complex and challenging environment - Excellent quantitative and qualitative research skills. - Excellent report writing skills; ability to synthesize & analyze research reports and policy briefs including the methodology & findings into narrative for publications & dissemination. - Track record of publishing academic articles and developing materials for wider distribution is a plus. Competencies : - The ideal candidate should have experience of working in multi- stakeholder government projects, previous experience of working with urban issues is a plus. - Ability to work in a fast-paced, and dynamic work environment with a penchant for work on policy making. - Ability to convert insights gained from data to concise dissemination documents for advocacy with government and non-government entities - Excellent team player, with the abilityto work in a collaborative and consultative manner. Design and deliver capacity building sessions with city officials - Delivery of 5-8 sessions in the first year, at city and central levels. (40%) 2. Develop and activate a cohort of resource persons to deliver webinars to municipal officials - Governance guidelines, outreach and on-boarding on functional, technical fronts. Final delivery of webinars on an avg of 1/month. (30%) 3. Bring out correlations between urban DDG interventions and matters of relevance to policy - Learning documents, case studies and policy briefs around urban DDG interventions. (15%) 4. Support continuing and upcoming activities within DDG on an ongoing basis- Respond proactively to emerging requirements within the DDG portfolio across rural and urban portfolios.
