ORGANIZATION BACKGROUND:

- Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.

- Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children's learning, is the quality of teaching. RTT's technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.

RTT is working in coalition with other organisations, to support Government of Gujarat's ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

About the Project: Gujarat Education Coalition (GEC):

- The Gujarat Education Coalition (GEC) is a coalition of organizations comprising Central Square Foundation (CSF), Akshara Foundation and Language and Learning Foundation (LLF) who will partner with the Gujarat Education Department. The Gujarat Education Coalition (GEC) works collaboratively to co-create and deliver a comprehensive and scalable program to improve the Foundational Literacy and Numeracy (FLN) outcomes in Gujarat.

- Working closely with the Reach to Teach (RTT) Education Leadership resources, the GCERT Programme will deploy RTT's expertise and knowledge of international best practices in the development of education professionals. This shall enable RTT to support the Gujarat Council of Education Research and Training (GCERT) in developing and delivering its programmes. The initial work of the team will involve scoping and understanding the work of GCERT to identify where it will be able to add value in accordance with the Reach to Teach mandate to promote Quality Teaching and Learning.

JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Director-GSP- GCERT, the Senior Program Manager (SPM) shall support the design, delivery and programme management of key RTT programmes, notably the GEC and GCERT support programmes. S/he shall also be responsible for supporting teams to design the programmes goals, interventions and help produce key content relevant to the programme.

The SPM will also support in co-ordination and project management of the above programmes to ensure they are delivered to a high quality and on time.

Key Roles and Responsibilities:

(1) Support the GEC and RTT leadership team to identify and define the scope of the programmes;

(2) Design programme diagnostics to understand and map the current situational analysis;

(3) Conduct primary and secondary research to ensure a strong understanding of the current environment, including strengths, weaknesses, opportunities and challenges;

(4) Work in collaboration with the government and partners to develop realistic project plans;

(5) Work in collaboration with subject matter teams within RTT, partner organisations and the government to develop high-quality programme deliverables. This includes, but is not limited to, design blueprints, future model design, training plans and training content.

(6) Work with data analysts and M&E teams to develop and track programme KPIs;

(7) Support RTT and GEC PMO in project coordination and management;

(8) Highlight risks proactively and support key stakeholders in developing effective risk mitigation strategies. Identify all foreseeable risks such as unrealistic time and cost estimates, changing requirements and helping mitigate those in time;

(9) Support in development and presentation of programme status reports for senior management and senior government stakeholders; Share regular updates about the project to the external and internal stakeholders in a proactive manner;

(10) Travel to the GEC Districts to meet with the project team and the key government officials as and when required;

(11) Supportprocurement exercises (where needed), including the development of request for proposals, proposals reviews, contracts and terms of references;

(12) Work with RTT team members to draw on national and international best practices, including teaching and learning approaches for foundational literacy and numeracy, and apply those in my work;

(A) Communication and Stakeholder Management:

(1) Develop and implement communication strategies to promote activities and plans internally and externally as required;

(2) Work closely with various teams, to ensure that data is accurate, live and appropriate for relevant audiences and feeds back into programme improvement;

(3) Network with fellow senior managers, government colleagues and professionals across the sector and relevant professional bodies as needed. Attend regional and national meetings and conferences to gain and share knowledge and experience;

(4) Regularly updateinternal and external stakeholders ofprogress and changes on performance milestones and issues.

(B) Teamwork and People Management:

(1) Embed collaborativeproblem-solvingpractices within the teams;

(2) Collaborate with the RTT team to ensure the successful delivery of services and interventions;

(3) Promote and role model RTT's management culture of openness, innovation, involvement, teamwork and performance;

(4) Maintain the highest standards of personal and professional integrity and conduct role modelling RTT values and behaviours.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Experience:

(1) Minimum seven years experience in managing and implementing complex program;

(2) Strong knowledge of fundamentals of project management;

(3) Experience in stakeholder engagement;

(4) Prior experience of working with government;

(5) Consultancy experience is desirable;

(6) Education sector experience is desirable;

Skills and Competencies:

(1) Ability to engage and lead teams and persuade people and create relationships of trust with stakeholders;

(2) Ability to apply principles of project management to make decisions where solutions are not obvious and to deliver professional services to meet customer requirements;

(3) Ability to successfully manage different work streams with different delivery dates and stakeholders;

(4) Ability to deal well with ambiguity, uncertainty and change;

(5) Ability to reflect, self-aware, able to regulate, empathetic, and capable of deep listening;

(6) Ability to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the different needs of different audiences;

(7) Fluent in English and Gujarati- both written and verbal.

COMPENSATION OFFERED:

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

LOCATION: Ahmedabad/ Gandhinagar, Gujarat

APPOINTMENT: This is a full-time position. The initial contract offered shall be till March 2022 and renewable thereafter based on performance.
