Shakti Sustainable Energy Foundation seeks to facilitate Indias transition to a cleaner energy future by aiding the design and implementation of policies that promote clean power, energy efficiency, sustainable urban transport, climate policy and clean energy finance. Working collaboratively with policy makers, civil society, industry, think tanks and academia, Shakti seeks to catalyze transformative solutions to meet Indias energy needs in clean and sustainable ways. Introduction: About the India EM Program Electric mobility represents an important opportunity for the country to transition to a low carbon transportation paradigm, and at the same time reduce fuel imports, improve air quality, and create the base for new manufacturing and employment capacity. The Government hopes to grow the share of electric cars and 2 wheelers to 30 % by 2030. The Faster Adoption and Manufacturing of (Hybrid and) Electric Vehicles (FAME) II program announced in March 2019 spells out the Governments plans to support the growth of electric mobility in the country. With a focus on electric buses, 2/3 wheelers and fleet vehicles, the scheme has budgeted Rs 10,000 crore in financial support for the period 2019-22. In addition, the Government has announced the National Mission on Transformative Mobility and Battery Storage which includes the Phased Manufacturing Programs (PMP) for Batteries and for Electric Vehicle components. Several states have gone ahead in formulating their own EV policies and significant number of large and tier 2 cities decided to introduce EV buses into their public transportation fleet. To help achieve this goal, several foundations deeply committed to support Indias ambitions have decided to collaborate by setting up an India EM Program domiciled at the Shakti Sustainable Energy Foundation, New Delhi (Shakti). The goal of the EM Program is to support Indias goal of 100% transportation electrification by 2030 while maximizing the climate and development co-benefits. Reason for the hire: - We are looking for an incumbent with commitment, passion and drive to make the electrification of Indias transportation system a reality. - He/She will have the overall responsibility to deliver the goals of the EM Program. He is expected to have a combination of skills, networks, knowledge and ability to work independently and be accountable for the delivery of results. - The incumbent should be collaborative, solutions-oriented, with a breadth of experience that should range from strategic thinking and policy analysis, ability to interact with high-level decision makers and build partnerships with experts, private sector, academia/think-tanks, civil society institutions and so on. - In addition to a deep understanding of the nuances of the transportation sector/electric mobility, the incumbent should be able to facilitate collaboration across groups that may appear to have divergent interests (e.g. civil society and private sector). While familiarity and experience in philanthropy is desirable, most important is a drive to unearth, conceive and conceptualize innovative, cross cutting ideas, a willingness to take calculated risks and ability to forge partnerships across stakeholders. The incumbent will work under the broad guidance and direction of a Funders Steering Committee (FSC), consisting of the collaborating/contributing Foundations, and will report to the Chief of Programs at Shakti for administrative purposes. Roles and Responsibilities: Strategy and implementation : - Develop, communicate and support collaborating Foundations to develop a coherent and compelling vision and strategy to implement the EM Program that maximizes climate and other co-benefits - Take lead in tracking evolving political, economic, social and policy contexts (both at national and state levels) assess their impact on the electric mobility goals and suggest necessary adjustments to the strategy - Closely follow national, state and city level policies, programs, finance and investment trends and integrate their implications into the implementation of the program - Be responsible and accountable for the overall strategic outcomes of the program Program Management : - Generate project ideas that can be supported under the program by Shakti as well as aligned grant making organizations - Track progress under the program, and provide periodic progress reports and convene regular calls with FSC, including data generation on progress of EM policies and deployment of vehicles and associated infrastructure - Convene periodic meetings of grantees and stakeholders in coordination with the Shakti Transport program team to take stock of progress and strategy - Work closely and in consultation with the Shakti Transport program team and other aligned funders to ensure synergy and coordination in program design and in contact with policy makers and grantees Collaboration and Partnerships : - Given the inter-dependency of various stakeholders for the success of the Program, proactively reach out to national and sub-national entities and facilitate building healthy, mutually respectful partnerships to develop and implement projects - Mobilize and expand the partnership between and across the philanthropic community by acting as the focal point for symmetric information flow and outreach - Lead on bridging national and international institutions with the objective of bringing in as well sharing best practices on electrification mobility - Lead in mobilizing additional resources to expand/replenish the EM Fund - Cultivate and nurture the relationship with national philanthropy and make a case for electric mobility - Assess ongoing development/climate change programs (by multi-, bi-laterals, other foundations, business and government) and spot opportunities for synergy with electric mobility and leverage additional resource Must Haves: - Masters degree preferred; Bachelors in Transport Planning, Electrical Engineering or relevant field required - At least 12 years of relevant experience. - Expertise and knowledge of Indias transportation policies, including those related to transportation electrification - Experience working with philanthropy, NGOs, government and private sector - Deeply committed to helping India Indias goal of electrification of fleet by2030 - Demonstrated leadership in incubating and running successful, multi-funder initiatives - Ability and confidence to interact with a wider variety of stakeholders including Ministers, high level government officials, private sector, civil society institutions and national and international think tanks and research institutions - A natural problem solver who anticipates potential barriers and pursues facts and evidence to support actions - Big picture thinker - No conflicts of interest including no significant financial interests in organizations or institutions that this position would interact with.
