The organization is a philanthropic mission to "Solve for Billion Indians" by enabling accessible, efficient & transparent public service delivery to all citizens in areas like sanitation, health, urban, and public finance management.

Overview :

They are looking to hire a highly motivated and passionate individual to work with governments and multi-laterals, both in India and globally, to drive systemic reforms in PFM through the use of a platform built by the organization.

The incumbent should have prior experience in PFM, working with Govt. in PFM projects, and PFM advisory and should display a self-starter attitude, having the ability to liaise with internal and external stakeholders across all scales. The incumbent should also be a creative problem solver and an effective communicator, displaying excellent written, oral, and presentation skills.

Responsibilities :

The Manager will be responsible for creating a persuasive value proposition for the platform and building a strong narrative for it at both state and Centre. He/she will also be responsible for leading the engagement with the finance secretaries and their teams.

A) Lead the PFM domain work at the organization to ensure that both the platform and fiscal event standards solve real-world problems:

- Act as subject matter specialist in public finance management, and collaborate with teams outside the organization and in the state to gather insights on technical, operational, and strategic aspects of the domain to aid in designing the platform.

- Lead the writing of the fiscal events standards with the support of the product and technology teams at the organization.

- Create PoVs on the use of the platform in planning, budgeting, work management, and output/outcome monitoring, and develop use cases for implementation

B) Drive adoption of the platform and/or fiscal event standards at both state and center in India

- Work with the internal product and program teams to create a clear value proposition on how the platform complements existing PFM systems like PFMS/IFMIS.

Build an outside-in view :

- Identify enhancements in the platform that will help the Centre and State finance leaders to drive PFM systemic performance

- Lead the Evangelization of the platform with senior finance leaders in Govt. and work with them to help understand the platform approach and its advantages.

- Identify use cases that help exemplify the value that the platform creates in conjunction with the current PFMS/IFMIS system

- Help the state and central govts. design programs that help them leverage the platform to drive PFM reforms and track the programs to ensure value is created

C) Create and deliver a global narrative and advocacy of the platform and fiscal events standards-based approach for digital PFM transformation

- Build a core narrative of how the platform and/or fiscal standards-based approach can help governments increase the speed of transactions and ensure that service delivery agencies can implement their mandate efficiently

- Co-create white papers/case studies with partners to build the salience of the platform and Fiscal data standards

- Build a coalition of knowledge partners in govts, multi-laterals, and NGOs who share the organization's enthusiasm for a fiscal standards-based approach

- Represent the organization at key forums

- Build knowledge products on key digital PFM issues for public consumption
