1. POSITION(S) VACANT: Senior Compliance Officer, Jhpiego, New Delhi

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Deputy Chief Financial Officer (DCFO) and the Country Director (or Nominee), and working with all stakeholders, the Senior Compliance Officer (SCO) will identify the risks that hinder the achievement of Jhpiego's objectives, assess the adequacy of and/or recommend appropriate internal control systems to reduce associated risks and test the compliance level of transactions as per donor, statutory and Johns Hopkins University/ Jhpiego norms.

The SCO will also provide guidance, training, and compliance oversight in the areas of finance and administration, procurement, human resources and award/ sub-award management, at the India Country Officer and all field offices.

S/he shall work closely with the Senior Management team and all relevant departments/ functions, as necessary.

Key Roles and Responsibilities:

(1) Work with the DCFO, the Country Director and the Director Finance and other Jhpiego senior staff members, to ensure that internal control processes and systems are adequate to minimize risks;

(2) Through technical assistance and spot-checking, verify that country programs comply with donor rules and regulations, applicable organizational policies and pertinent US and host country laws;

(3) Develop an annual compliance review work plan based on the India Country Office project portfolio, to ensure full compliance coverage;

(4) Perform and document monitoring visits to sub recipients and work with senior management and sub grantees to implement improvements, if required; Develop and maintain Jhpiego's program for monitoring and oversight of sub-recipients;

(5) Serve as a member on one or more of Jhpiego's Internal Compliance Review teams, as needed;

(6) Ensure strict adherence to India Country Office practices and procedures;

(7) Update the Country Director and other senior country office staff on the status of implementation of internal compliance recommendations, on a regular basis;

(8) Assist the Finance team, in the execution of all types of external audits and reviews, including management responses and action to be taken;

(9) Assist the Finance team in conducting and documenting the annual Internal Controls over Financial Reporting (ICoFR) review and questionnaire requirement, by statutory auditors;

(10) Assist the Budgets & Grants Management team in analyzing budgetary variances and reporting reasons thereof to management;

(11) Assist in developing a list of best practices for implementing and improving internal controls and regularly orienting and training staff on best practices; Ensure compliance with US laws and regulations pertaining to disbarment and anti-terrorist laws and Indian laws;

(12) Immediately report gross misconduct or suspected fraudulent activities to the Country Director, and Deputy CFO;

(13) Conduct special investigations and analytical projects, as necessary;

(14) Work on any other special projects as assigned by the Country Director.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

(1) Applicants should be qualified Chartered Accountants with relevant experience in internal audit/ assurance, preferably with the developmental sector;

(2) Certified Internal Auditors and/or semi-qualified Chartered Accountants, with relevant experience, shall also be considered

Experience:

(1) Five to seven years of experience in audit and/or compliance, handling progressively responsible roles within the Internal Audit or Compliance functions;

(2) Experience with an International NGO or reputed audit firm, is required;

(3) Prior exposure of working in other developing countries, is desirable.

Skills and Competencies:

(1) Knowledge of US Government donor rules and regulations;

(2) Strong interpersonal skills and a team player;

(3) Ability to present information effectively and efficiently to senior management and concerned program managers;

(4) Ability to work with mathematical concepts, relating to audit and fiscal analysis, including accounting and budget;

(5) Reasoning ability to define problems, collect data, establish facts, and draw valid conclusions, and also obtain inputs wherever needed;

(6) Excellent communication and interpersonal skills to work in a multi-disciplinary team setup; Ability to establish the team;

(7) Ability to interact skilfully and diplomatically with various counterparts;

(8) Sound judgment, ability to work independently, under pressure and ensure confidentiality;

(9) Ability and willingness to travel internally and throughout the country. (There could be a need for international travel and applicants must possess a valid passport);

(10) Computer literacy, particularly in the use of MS Word, Excel and PowerPoint. Exposure to Quick Books is preferable.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
