QCI was set up by the Government of India jointly with the Indian Industry represented by the three premier industry associations i.e. Associated Chambers of Commerce and Industry of India (ASSOCHAM), Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce and Industry (FICCI), to establish and operate national accreditation structure and promote quality through National Quality Campaign.

The Project Analysis and Documentation Division at QCI currently handles numerous voluntary and regulatory driven certification schemes cutting across various sectors, ranging from Agriculture, Food, Healthcare, Industry, Regulators, and Personnel Competence.

The Ministry of Civil Aviation notified Certification Scheme for Unmanned Aircraft Systems (UAS) on 26th Jan 2022. This requires the PADD, QCI to understand the drone ecosystem in the country and liaise with DGCA, Ministry of Civil Aviation, industry association, AAI and other agencies in a meaningful manner to meet the desired objectives. In order to drive the UAS scheme, QCI is seeking a professional with reporting to the Project Analysis and Documentation Division (PADD) of QCI to support the development and delivery of the work streams mentioned below.

Duties and Responsibilities

- Design UAS (drones) related quality interventions to assist the industry/regulator.

- Nuanced understanding of the government policies, processes, notifications including Drone Rules 2021 and subsequent amendments and Certification Scheme for UAS 2022

- Lead day-to-day operations of the scheme.

- Development of comprehensive plan for monitoring, evaluation and support supervision of the scheme processes.

- Preparation of status reports on a regular basis

- Strategize a robust revenue generation plan.

- Preparation of guidance manual for the various components of the scheme.

- Formulation of model templates for certification bodies, manufacturers in consultation with technical experts.

- Facilitate upgradation of the scheme with emergent requirements in consultation with experts and regulator.

- Strategize and execute the digitization of UAS Scheme.

- Mapping of key stakeholders in the industry, government and users; analysis of their expectations and influences, development of appropriate strategies to work with the stakeholders and executing the process.

- Facilitation formation of working groups, technical groups & identifying suitable partners.

- Coordinate with the PMU Head and management for driving the scheme.

- Support the program manager (IEC) in communicating needs for capacity building.

- Ensure quantitative improvement in the number of certification bodies; identify potential clients and partners for adoption of the scheme.

- Contribute evidence-based analysis and advocacy and promote knowledge networking.

- Conceptualize, develop and advocate QCI's policies and position in relevant processes, consultations and events, in close consultation with the PMU head and management.

- Support miscellaneous activities related to PMU.

- Marketing and promotion of the scheme to increase its uptake.

Technical/Functional competencies

Sector specific knowledge: Knowledge of UAS-specific and related concepts, Acts - rules and regulations, understanding of conformity assessment frameworks.

Policy and operations: Knowledge of analytical tools and methods for undertaking substantive research on various policy and operations related issues.

Execution: Ability to design execution plan for smoothly carrying out scheme operations

Advocacy: Ability to advocate a point of view to stakeholders such as regulators/policymakers.

Trends and emerging areas analytics: Ability to scan the horizon and identify approaches and initiatives to bring into policy and programme design.

Dashboard design and operations: Ability to come up with new features or changes required to be incorporated in the dashboard to help in the operations.

Coordination: Ability to co-ordinate with the vendors and stakeholders (internal/external) for website/dashboard and project related activities to resolve issues regarding any user queries.

Resource Mobilization: Ability to identify and organize programmes and projects to implement solutions and generate resources.

Education, Experience and Required Skills

Education: Master's degree in Aerospace Engineering, Avionics Engineering, Aeronautical Engineering or related discipline.

Experience and Required Skills:

- Minimum 5 years of professional work experience involving project management, with strong understanding of legal and finance domain.

- Minimum 2 years' experience in manufacturing, consulting (private/government), training, managerial role specifically in Aviation or related industry.

- Knowledge in standards used in UAVs is essential.

- Willing to travel anywhere in India/abroad, as and when required.

- In-depth knowledge of acts (rules and regulations) w.r.t Drones/Aviation.

- Experience working on marketing of schemes/projects and creation of knowledge products is required.

- Outstanding writing and editing skills, with proven ability to meet tight deadlines.

- Excellent verbal communication skills.

- Outstanding organizational and planning skills and proven ability to multitask effectively is required.

- Working experience in any programming language would be an added advantage.

Language Requirements:

- Fluency in English, both written and oral, is required.

- Fluency in Hindi, both written and oral, is desired.
