Description

- Contribute to the organization MEL design and strategy to become a sector leader in impact measurement

- Create frameworks for the design and execution of the organization-wide MEL strategy to Collaborate with the MEL lead on monitoring and impact evaluation internally or collaborate with external agencies, analyze findings from such evaluations and use learnings to inform programme design.

- Evaluate performance of all core programmes of organization through tools defined in the Monitoring and Evaluation Framework, particularly for our assessment reforms program in Delhi.

- Implement different systems and processes to improve MEL and program cycles Driving data-based decision-making within the organization of Lead design of monitoring and evaluation framework and the tools for different organization programmes in Delhi, particularly involving assessment reforms.

- Ensure timely implementation of monitoring projects with a strong focus on execution and quality assurance - including data validity checks, analysis / interpretation and editorial support. Build the capacity of the different programs teams to define impact, and interpret and use data to drive programmatic decision-making Shape thought leadership of organization in the sector Collaborate with the MEL lead, communication team and senior leadership teams to build organization into a thought leader in the sector

- Contribute to research projects to collect and analyze data from organizations across India and abroad to build evidence which can be used to inform practitioners, funders and policy makers within the education sector.

- Produce high-quality, periodic reports of the evaluation for internal use and for funder reports.

Education & Experience

- Master's or Bachelor's degree in international development, statistics, education, public policy, economics, or related field

- Advanced understanding or experience with the use of economics/econometrics/statistics in the social impact/public policy sector is preferred

- A minimum of 4 years of experience in private or public sector organisations; including demonstrated success in research management and monitoring and evaluation programs in the development sector

- Prior experience of working in the education sector, particularly with respect to assessment-informed instruction is considered a plus

- Experience with outcome-based evaluations/financing is considered a plus

- Understanding of student assessment data and prior experience with managing third-party evaluations is preferred

- Expertise in designing, implementing, and executing MEL systems from project conceptualisation to project implementation, including indicator selection, target setting, tool development, data collection, reporting, database management, and developing M&E and performance monitoring plans

- Excellent knowledge of the major monitoring and evaluation methodologies (e.g. quasi-experimental designs, pre-post, qualitative, quantitative, mixed-method, and impact assessment etc.) and data collection and analysis methodologies.

- Excellent quantitative, qualitative, problem solving, analytical and statistical analysis skills (including advanced Microsoft Excel skills and experience with analytical tools such as SPSS, Stata, R, Alteryx, or Python)

- Capacity to synthesize monitoring data into effective presentation of results to help guide recommendations on performance improvement.

- Ability to unearth learnings from programs and contribute to thought-leadership pieces.
