Project Manager – Data Management

Job Description

- Ensure the contracted Data Research Services are carried out by Cheers Interactive in accordance with the executed contract and the customer’s expectations. The scope may include projects that are large and/or complex and/or with particular challenge, and/or program(s) of trials for same customer.

- Acts as Project Leader and Functional Team Lead on a standalone contracts ("project") for Data Research Services

Client Management

- Primary customer contact for all contracted Data Research Services

- Primary contact for internal liaison with team leaders/supervisors ad their frontline research staff, training team, quality team

- Direct liaison with Engagement Manager, BD, MIS, Finance department on required matters (e.g. feasibility, pricing, invoicing, contract changes)

- Contributes to the Request for Proposal (RFP) and Request for Information (RFI) process. Prepares input for, and participates in proposal bid defense meetings

- Ensures launch, delivery and completion of all Data Research Services (across various domains) according to contractual agreement and relevant SOPs, guidelines and regulations

Project Management

- Manages changes of scope, budget, revenue recognition, and participation in monthly internal project reviews

- Monitors and communicates project progress to the customer and project team including use of project status reports, and tracking tools/metrics

- Plans, manages and requests resource as required for assigned studies

Document Management

- Develops and maintains

- Data Management Plans

- Project Management Plans (for standalone contracts only)

- Communication Plans (for standalone contracts only)

- Quality Plans; and other plans as delegated/required

- Assists in the negotiation and contracting process with outside vendors

- Maintains documentation on an ongoing basis and ensures that all filing is up to date

- Regularly reviews project files to ensure that all filing is up to date

- Ensures that all applicable documents and databases (data sets) are archived or returned to the customer appropriately

- Coordinates testing per user based on test plans developed for data entry screens, electronic edit checks, data listings, import/export programs

- Reviews and approves guidelines for data validation, database design, user testing, delivery template and other applicable project plans as delegated/required

- Participates in the development of departmental technologies, SOPs, processes and procedures

Training and Quality Management

- Provides project specific training to CIE's and DRE’s on specific requirements

- Manages Quality Control (QC) process for checks of databases

- Summarizes results and resolves issues from checks of such Quality Checks

- Plans for, and creates necessary documentation to support internal and external audits, and participates in such audits

- Develops and delivers applicable data management departmental trainings

- Trains and mentors less experienced data management staff

Operations Management

- Takes line management responsibilities for all assigned direct reports, including professional development/training, performance appraisals, employee counseling, performance management issues, interviewing and selection; assignment of project work; and workload reviews

- Establishes goals for direct reports that will increase knowledge and skill levels, and delegates’ tasks commensurate with skill level. Works with and advises direct reports on administrative policies and procedures, technical problems, priorities and methods

- Performs other work related duties as assigned. Minimal travel may be required (up to 25%)

- Maintains proficiency in Data Management systems and processes through regular training and/or attendance at professional meetings/conferences

Desired Skills & Experience

- Ideally requires a Bachelor’s degree or equivalent with moderate data management experience and with some experience of actively managing data management projects

- Must have demonstrated staff leadership skills, however, in some cases, a combination of past performance and prior related experience may be considered provided that the individual demonstrates the outlined knowledge, skills, and abilities to perform the job duties

- Proficiency in navigating MS Windows, as well as use of MS Word, Excel, PowerPoint and Email applications required. Experience with Data Management practices and relational database management software systems required

- Good organizational, planning, and time management skills with the ability to multitask under tight deadlines while providing attention to detail.

- Ability to be flexible and adapt to change, ability to work independently, as well as part of a multi-disciplinary team.

- Ability to make effective decisions and manage multiple priorities in a highly dynamic environment
