Objective 1: Overall management of implementation, design and reporting of programs in India

Activities:

- Contribute to the analysis of the humanitarian context and the definition of strategic programming

- Collect and analyse information from external sources and from technical coordinators and propose orientation of strategic programming

- Ensure integration and synergy of programming at coordination and base levels through promotion of regular coordination meetings and information sharing between field and coordination office

- Ensure program objectives are met and timelines, budgets, donor guidelines are respected by the Program Staff and Coordinators

- Ensure APR are delivered on a monthly basis for each project

- Compilation and pre-final validation of programmes sections of proposals and reports (donors and authorities)

- Provide input to ED and Head of Finance & HR on program issues relating to Human Resources and budgeting

- Supervise the design and implementation of tools to launch needs assessments and initiate new programs

- Supervise the design and implementation of tools and procedures to monitor and evaluate field activities

- Lead technical planning for contingency and emergency response programs with other stakeholders

- Liaise and coordinate with stakeholders on activities when necessary

- Centralize and ensure regular reporting and communication with Pool Desk at Headquarter level (Sitrep, APR, donors- reporting- )

Objective 2: Fundraising

Activities:

- Contribute to the annual financial strategy and subsequent programming

- Screen on-line information related to institutional funding and identify potential opportunities

- Lead the grant writing activities in collaboration with the Heads of Department

- Support the Head of Communication & Fundraising in approaching in New Delhi corporates who have resources for CSR and large Indian foundations for project sponsorships

- Support the Head of Communication & Fundraising in developing digital presence by providing information related to the programs

- Participate in the planning and development of fundraising campaigns in New Delhi and in on-ground fundraising events

Objective 3: Human Resources Management and Capacity Building

Activities:

- Supervision and management of all Heads of Department (Advocacy, Finance & HR, Nutrition & Health), including recruitment, appraisal and performance management

- Participate in the management of Mission Security & Safety in conjunction with the Security Coordinator in Headquarter

- Extensive training of Base Officers on humanitarian charter and principles and promote prevention of frauds and power abuses (in collaboration with Head of Finance and HR Department)

- Conduct regular evaluations of Heads of Department (in collaboration with ED)

- Revision of all job descriptions for technical positions in collaboration with Heads of Department as needed

- Induction of all incoming HoD, PM and Deputy PM staff on projects- status and background country program strategy

- Supervise production and regular updates of security guidelines, and briefing to all incoming HoD, PM and Deputy PM staff on internal security rules and regulation

- Initiate disciplinary measures where needed in accordance with HR regulations and under the authority of ED

Objective 4: Networking and Acting Mission Director in the absence of the ED

Activities:

- Propose and develop networking with central authorities, academic and other stakeholders in health and nutrition sectors, in New Delhi but also at State and District levels in areas of activities

- Support the ED in strengthening field and capital level information-sharing with IOs, NGOs and Government

- Propose, develop and potentially sign partnership agreements and memorandum of understanding upon request of the ED

- Be the focal point at mission level for external contacts such as partners, stakeholders, donors and media in the absence of the ED

- Be the acting Mission Director and ensure the continuation of overall mission management under direct supervision of the ROD in the ED absence
