Client - Leading Organisation in a Development Sector Job Location - New Delhi Position description summary: We are recruiting an experienced professional for the role of Policy and Urban Reforms Specialist (State-level), for a funded large WASH program in urban India. The person will be responsible for supporting development of strategies for the State Government and Urban Local Bodies (ULBs) to introduce urban reforms and leverage funds for accelerating WASH outcomes in the State. Major duties and responsibilities - Assist in preparation of State Sanitation Strategy, with specific inputs on plan for enabling unlocking of fifteenth finance commission funds and other potential financing streams - Undertake review of existing policy landscape, including legal and regulatory frameworks, for urban WASH in the State - Conduct policy dialogue with state and local government authorities and urban WASH stakeholders on various thematic areas particularly sustainable and inclusive sanitation, faecal sludge and septage management, wastewater reuse, private sector engagement, outcome-linked procurement and alternative financing, to understand gaps and potential opportunities - Strategize and develop recommendations for new policy and reform measures, in alignment with national and state development goals - Study successful policy and reform measures carried out by other states within India as well as at a global level and prepare advisories - Support in preparation of policy briefs, concept notes and technical advisories on state-specific policy and reform measures in urban WASH - Work closely with State Government and ULBs to ensure adoption of locally implementable policy reforms - Monitor implementation of reforms and capture results of the interventions Qualifications required: - Master's degree in international development, urban development, urban planning, economics or a related field - Ten years of professional experience working in urban development, urban reforms social development, urban planning, policy analysis and design, research or related field with at least five years of experience in urban WASH - Demonstrated experience of leading policy and urban reforms at State level, preferably in urban WASH - Demonstrated experience of conceptualizing policies and plans and developing strategies for their implementation - Experience of working with state and local governments and strong understanding of public sector in India, especially State Government authorities and Urban Local Bodies and other WASH authorities - Ability to obtain, evaluate and interpret factual data and prepare precise, accurate and complete reports, policy briefs, technical advisories and relevant documents - Experience of stakeholder management, outreach and strategic communication - Highly developed written and oral communication skills and the ability to work collaboratively with donor organizations, governments and private sector Duty Station: Multiple (Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Andhra Pradesh) Duration of contract: 5 years Reshma
