Job Objective : Learning Management System (LMS) and a Knowledge Management System (KMS) is must.

The job holder will be part of the CBMC team with the responsibility for managing specific Capacity Building activities for NeGD under CB Phase II.

The role includes the responsibility for the design and management of Capacity Building processes, systems and other administrative functions for Government employees, developing and implementing capacity building and change management initiatives. These include the design and development of the framework and the infrastructure for both a Learning Management System (LMS) and a Knowledge Management System (KMS).

The Job Holder will assist the Head CBMC to position NeGD as a performance focused organization by driving role clarity and accountability across the organization

Primary Responsibilities :

Knowledge Management System :

- Design and develop the framework and the infrastructure for an LMS for NeGD that handles all aspects of the learning process under CB II delivering and managing instructional content, identifying and assessing individual and organizational learning or training goals, tracking the progress towards meeting those goals, and collecting and presenting data for supervising the learning process of NeGD as a whole.

Learning Management System :

- Design and develop the framework and the infrastructure for a Knowledge Management System for NeGD so as to enhance/achieve NeGD's organisational objectives of developing innovation as a culture, improved performance, the sharing of lessons learned, collaboration, integration and continuous improvement of the organisation.

Capacity Building of Central Line Ministries, States/UTs :

- Develop Capacity for building capability in States/UTs for e-Governance

- Leverage Learning Management System (LMS) and Knowledge Management System(KMS) to reach out to large official base in the Central Line Ministries States/UTs in a cost effective manner by developing an appropriate strategy and implementing appropriate systems to the effect

- Manage and monitor the capacity building initiatives for the Central Line Ministries, States/UTs to ensure its effectiveness.

- Assist in the development of training programmes in line with the Government training policy.

Change Management :

- Assist in the development of a generic Change Management Framework for e- Governance initiatives that can be used by the States in developing their individual Change Management Frameworks in synchronization with national level initiatives

Training & Development Planning :

- Assist in the overall training & development for NeGD employees

- Track the functioning of SeMT and ensure that it is able to suitably meet the Capacity Building requirements of the state government in implementation of NeGP.

Profile :

Education Skills & Experience :

Essential Criteria :

Graduation : Any field (Preferred in Science/Technology)

Post Graduation : MBA (Preferred with specialization in HR/ IT/Systems)

- 10 -15 years of experience in handling training & development (Capacity Building) function

- Minimum of seven years of experience in Learning Management/Knowledge Management-related positions or other relevant experience.

- Project management experience and a proven track record of designing, planning and implementing LMS/KMS related initiatives, including organization-wide implementation of programs and events that involve learning, knowledge creation and sharing.

- Experience in the administration of LMS and KMS and support, training and guidance to users at enterprise/national level

- Experience in organizational leadership, development, management, Change Management, coaching and training.

- Experience of working in a government set up/PSU will be desirable
