1. POSITION VACANT: National Consultant- Direct Benefit Transfer/ Social Protection Schemes, WHO-NTEP Technical Support Network, Delhi

2. ORGANIZATION BACKGROUND:

- The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO is attainment of the highest possible level of health by all people. WHO's main function is to act as the directing and coordinating authority on international health work.

- The WHO Country Office for India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), in the area of health and health systems, supporting a range of health initiatives that include the National Rural Health Mission, Universal Health Coverage, Polio Surveillance, TB Elimination, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health, etc.

National Tuberculosis Elimination Programme (NTEP):

- India's Revised National Tuberculosis Control Programme (RNTCP), was officially renamed as National Tuberculosis Elimination Program (NTEP), on January 1, 2020, demonstrating the Central Government's commitment to achieve the Sustainable Development Goals of ending TB by 2025, five years ahead of global target.

- WHO has supported NTEP since inception, working closely with the programme and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities. In the 20 years since its inception in 1999, the WHO-NTEP Technical Support Network (WN-TSN) has sought to strengthen NTEP activities through technical support in planning, capacity building, training, evidence generation, surveillance and monitoring and evaluation.

- On behalf of WHO India and Central TB Division, Strategic Alliance Management Services P Ltd. (SAMS) is seeking applications for the post of National Consultant- Direct Benefit Transfer/ Social Protection Schemes. 3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the supervision of DDG-TB, Central TB Division, WHO Representative to India (WR-I) and NPO (TB)- WHO-India, the National Consultant- Direct Benefit Transfer/ Social Protection Schemes (NC-DBT) shall be responsible for providing technical support to the Union and State Governments for NTEP and execute the responsibilities discussed below.

Key Roles and Responsibilities:

(A) Support CTD in Improving the Reach, Effectiveness and Impact of Direct Benefit Transfer (DBT);

(1) Ability to analyse the DBT related information generated from Nikshay and PFMS and derive inferences and actionable on ground to improve DBT performance and uptake

(2) Ensure that updated and relevant manuals, SOPs and guidelines are available to all implementing stakeholders;

(3) Provide support for conducting reviews and monitoring of schemes with the Public Sector counterparts; facilitate process of performance appraisal and feedback to all program leadership at all levels;

(4) Understand various existing processes in NTEP in the context of DBT and identify improvements and make recommendations to improve turnaround time and performance;

(B) Support State-Level Programme Officials:

(1) Set up a robust program monitoring and evaluation systems for state and district level teams, to track results and outcomes of various DBT schemes;

(2) Provide technical and training support to State Governments in increasing performance and uptake of DBT;

(C) Coordinate with All Stakeholders:

(1) Coordinate with NTEP, PFMS, NHM, Department of Financial Services, NPCI, Banks, NIC, etc. to ensure smooth functioning of the DBT system;

(2) Coordinate with government stakeholders DBT Health, DBT Bharat, Parliament, RTI, for monitoring DBT and develop systems to report to them;

(3) Coordinate with the IT Team to ensure effective integration between Nikshay and PFMS;

(4) Other responsibilities, as necessary.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:

(1) Applicants must be graduates in IT and related fields with a Masters degree in any stream;

(2) All graduates with a Masters' in Economics, Finance, or related field, from a recognised University, shall also be eligible for consideration;

(3) Applicants must have a minimum of five years of relevant experience;

(4) Prior experience on Public Financial Management System or Digital Financial Services, with the public sector is essential;

(5) Applicants must have experience in data analysis, data visualization and preparing presentations to demonstrate inferences and drive action points

(6) Applicants must have experience in working on spreadsheets, databases, BI tools, PowerPoint, etc.

Skills and Competencies:

(1) Strong collaboration skills and ability to work in cross functional teams;

(2) Strong command of English required, regional Indian languages is an advantage;

(3) Strong communication skills, including development of compelling presentations with the ability to translate technical content and results into formats suitable for various audiences;

(4) Ability to work independently on complex projects and proactively manage projects with minimal supervision;

(5) High EQ and excellent interpersonal skills, especially in cross-cultural settings and highly distributed work environments with demonstrated ability to build relationships quickly.

5. COMPENSATION OFFERED:

Gross compensation payable to the candidate selected for this post, at the time of joining WHO-NTEP TSN, is budgeted at Rs. 150,800/- per month. TDS shall be deducted at the applicable rate.

6. LOCATION: Central TB Division, New Delhi

7. NATURE OF APPOINTMENT/ CONTRACT DURATION:

(1) The candidate selected shall be on the rolls of Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;

(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;

(3) The candidate appointed, as above, shall have no right to claim regular employment from SAMS, the Government, or WHO;

(4) The candidate selected shall have no claim for regular appointment from SAMS, the Government or WHO, or continuation of her/his services, under any other project.
