NABARD Consultancy Services (NABCONS), a wholly owned subsidiary of NABARD, is Indias premier consultancy and advisory service provider with focus on the strategic spheres of agriculture, rural development and allied sectors. With its flourishing Business Operations, it is considered in the top echelons of consultancy firms in the country. NABCONS has so far contracted more than 3000 consultancy assignments with majority being from Central & State Governments.

NABCONS is also engaged with International Agencies such as APRACA, IFAD, JICA, UNDP, GIZ, SDC, etc. NABCONS invites only online applications from Indian Citizens for the post of Associate Vice President as Core Staff.

1. (a) The details of vacancy is as under:

(b) About the Role:

- The role involves managing and executing projects, developing project plans, supporting business development and managing clients. As the Associate Vice President, Climate Change & International, the candidate will play a critical role in leading and expanding the organisations presence in the Climate Change domain, nationally and internationally. The candidate should gauge the requirements of the present and potential clients under Climate Change Adaption, Climate Change Mitigation and Climate Resilient practices and envisage appropriate solutions.

- The incumbent will manage the existing projects portfolio of NABCONS under Carbon Credit Frameworks, Green Climate Fund (GCF), National Adaptation Fund for Climate Change (NAFCC) etc.

- The ideal candidate should have excellent communication and negotiation skills, proficiency in technical writing and data analytics, knowledge of sustainability, energy transition, climate change, ESG concepts, and familiarity with relevant regulations, standards and best practices.

- The candidate should be able to lead project delivery and coordinate with team and clients. The candidate should be flexible to undertake delivery of projects using new and latest tools. The candidate should stay abreast of the latest developments, trends, and best practices in the field of climate change, and leverage this knowledge to provide thought leadership internally and externally.

2. Key Responsibilities and Eligibility Criteria :

(a) Key Responsibilities:

i. Scouting consultancy business for the climate change vertical at national and international level and converting into business contracts.

ii. Coordination and Preparation of Technical and Financial proposals in response to enquiries, EOI and bids.

iii. Conceptualizing new ideas for climate change strategies covering Carbon Credits, green financing, Renewable energy, carbon trading, etc.

iv. Preparation of implementation strategy and methodology for climate change related projects.

v. Delivering presentations to prospective clients and participating in negotiation meetings with client, if required.

vi. Managing various project at national and international level and interaction with the client viz. ministries, state govt. departments and private entities

vii. Facilitating timely and qualitative execution of assignments as a Coordinator and / Team Member.

viii. Managing and supervising field visits and carrying out data analysis (primary and secondary data analysis and management) in connection with projects, if required

ix. Assessing manpower/ expertise required in the various projects and engaging relevant consultants/ agencies

x. Coordination with other business units of NABCONS Regional Offices and Zonal offices for timely execution of assignments

xi. Networking and facilitating partnerships, especially in newer domains under climate change and sustainability.

xii. Other duties as assigned from time to time.

(b) Eligibility Criteria:

Minimum Criteria:

i. First Class Graduate and/or post-graduation with 55% or equivalent grade points in environmental sciences, natural resource management, forestry, Climate Change, sustainability and/or other related fields from a recognized institution

ii. Preference shall be given to candidates with Post-graduation

Desired Criteria:

- Additional weightage will be given to candidates having Ph.D. or any other professional degree

Experience:

Essential:

- Minimum 09 years of experience with at least 4 years experience in Climate Change domain

- Experience in working with State governments and Central Government in climate change domain

- Demonstrated knowledge of climate change, on either adaptation or mitigation, and including various sources of costs and benefits from climate change impacts to climate policies.

- Demonstrated knowledge of current global climate issues and national policies and plans of India

- Good understanding of the role and operation of carbon markets, with knowledge of approaches to carbon pricing systems

- Working knowledge of software tools viz. STATA/ SAS/ SPSS/ Advanced Excel/ Minitab/ ArcGIS/ ERDAS/ GRADS-CORDEX etc. to process and analyse data

- Experience of working with World Bank projects and other Bilateral/ Multilateral agencies project in the domain of climate and environment.

Desired:

- Preference will be given to candidate with International Consultancy experience.

Other Skills/competence required:

- Should be energetic with excellent written & oral communication and presentation skills.

- Knowledge of practical use of tools such as MS Office, including advanced Excel features for day-today functioning.

- Candidates with additional knowledge of Data Analysis tools/software is desirable.

- Candidate should have Problem-solving skills

- Candidate should have an eye for accuracy and attention to detail

- Candidate should possess team-building skills.

- Humility, willingness to listen and learn

- Flexibility to travel

3. Remuneration:

Position wise remuneration for the posts is as under:

1. Associate Vice President As per industry standards and NABCONS policy:

- Higher remuneration would be considered based on relevant experience, qualification, last drawn salary etc.

- The staff will be liable for tax liabilities as per Income Tax Act & Rules in force and the tax will be deducted at source.

- Other than the above remuneration, candidate is also eligible for other facilities/allowances as per NABCONS policy.

- The employee will be eligible for PF and Gratuity as per NABCONS HR policy.

4. Age:

Position Age (as on 01 February 2024)

Associate Vice President The maximum age of 50 years. Preference will be given to candidates under the age of 45 years.

5. Service Conditions:

- This vacancy is for Core Staff. The Core Staff of NABCONS manage multiple assignments and their tenure of service is full-time in nature. Further, Core Staff of NABCONS are eligible for benefits such as Provident Fund, Gratuity, Leave Encashment and other benefits.

- Your engagement with NABCONS would be continuous in nature and will be renewed annually based on your performance. After completion of first year of service, your contract will be renewed annually in a block of 3 years.

- The Core staff of NABCONS is subject to quarterly performance review in the first year of engagement, followed by annual performance review in succeeding years.

6. Termination Clause: The contract will be terminable by three months notice period on either side as per the existing Companys policy.

7. Selection Process:

i. The candidates shortlisted as per the eligibility criteria may be subjected to a qualifying written test & followed by Personal Interview.

9. Instructions:

10. General Information:

i. Only Shortlisted candidates will be called for the interview. Location and the process of Interview will be indicated in the call letter. The candidates may kindly note that any cost incurred by them for attending the interview will not be reimbursed by NABCONS.

ii. The applicant may submit the declaration in the online form with respect to the educational qualification and experience. Self-attested copies of educational qualifications and experience certificates to be compulsorily submitted at the time of the interview. Original documents would be required for verification at the time of interview, failing which candidate will not be allowed to attend interview.

iii. Place of posting of the candidates appointed as Associate Vice President shall be Corporate Office, New Delhi. Candidates, however, liable to be posted at any other Office or Unit of NABCONS in India or abroad ln future, depending on the official requirements.

iv. For the eligible shortlisted candidates already working with NABCONS, in case of selection for any of the posts, they will have to resign from their existing engagement and sign the fresh employment contract.

v. List of selected and waitlisted candidates for the posts will be uploaded in NABCONS website. NABCONS reserves the right to extend the offer of appointment to the waitlisted candidates.

vi. No correspondence will be entertained from any ineligible and non-selected candidate in all matter regarding eligibility, the selection process, documents to be produced for the selection process, assessment, prescribing minimum qualifying standards, number of vacancies, communication of result, etc. The companys decision shall be final and binding on the candidates and no correspondence shall be entertained in this regard.

vii. The final appointment will be based on the decision of selection committee constituted for the purpose. Company reserves the right to increase/ decrease the number of posts or not to fill up any of the posts.

viii. The appointment shall be subject to being found medically fit, for which purpose the candidate shall be required to undergo the protocol of medical tests upon reporting at place of posting. The continuance in NABCONSs service shall be subject to remaining medically fit to discharge duties and responsibilities. The decision of NABCONS regarding medical fitness shall be final and binding on the candidate.

ix. Merely satisfying the eligibly criteria does not entitle candidate to be called for the interview. NABCONS reserves the right to call only the requisite number of candidates for the interview depending on number of responses, after preliminary screening / shortlisting with reference to candidate's qualification, suitability, experience, etc., as per eligibility criteria. Applications received after the due date shall not be entertained and will be rejected.
