Health & Safety Policies - Ensure that offsites and utilities operations personnel are competent for the duties they perform.

- Review findings of periodic compliance audits of the health and safety management system and take appropriate action to correct any deviations.

- Ensure refinery regulations in respect of emergency shutdown systems (trips) are implemented, including routine testing, over-rides and reporting of incidents.

- Identify areas for improving health and safety performance of the offsites and utilities operations team and implement appropriate measures.

- Plan and implement major emergency training in cooperation with the Senior Safety Advisor.

Promoting company environmental policies - Ensure all offsites and utilities operations personnel are familiar with environmental requirements affecting them.

- Review findings of periodic compliance audits of the environmental management system and take appropriate action to correct any deviations.

- Identity areas for improving environmental performance of the operations team and implement appropriate measures.

- Supervise management of the waste water treatment plant and onsite hazardous waste storage facilities to ensure compliance with environmental requirements.

Operations Plans and Budgets - Prepare annual plans for offsites and utilities operations to meet requirements of the agreed business plan.

- Gain approval for recruitment when necessary and initiate the relevant company procedures

- Prepare & gain approval for the offsites and utilities components of the annual refinery operations budget.

Product requirement and quality system - Ensure all offsites and utilities operations are carried out of the best industry standards and according to refinery procedures and work instructions.

- Establish key performance indicators (KPIs) for offsites and utilities operations.

- Review performance against KPIs and take action to limit deviations.

- Control operational costs within agreed budgets - Monitor expenditure on a monthly basis.

- Take prompt action to deal with variances.

- Prepare a monthly cost report for offsites and utilities for the Refinery Manager.

Monitor and improve the service provided by the operations department :

- Monitor the standards and productivity of offsites and utilities operations team.

- Initiate investigations of recurring offsites and utilities operations problem.

- Identify areas for improvement and put forward recommendations to the Refinery Manager.

- Initiate periodic reviews and revision of offsites and utilities operations procedures.

Preparation & Implementation of plant shutdowns and other special activities - Ensure sufficient resources are in place to plan and prepare for the event.

- Identify operational constraints on the timing and duration of the event and ensure these are understood by all relevant parties.

- Recommend the appointment of key personnel for the preparation and implementation of shutdowns and similar events.
