Job Title: RESEARCH AND M&E LEAD

Reports to: CHIEF EXECUTIVE OFFICER

Location: NEW DELHI

Introduction:

Bharat Rural Livelihoods Foundation (BRLF) was set up by the Ministry of Rural Development, Government of India (GOI) as an independent organization under the Societies Registration Act to facilitate civil society action in partnership with State and Central Government, for transforming livelihoods and lives of rural households, with an emphasis on women, particularly in the Central Indian Tribal Region.

BRLF is a unique and first-of-its-kind initiative and the Foundation is constituted as a partnership between Government on the one hand and private sector philanthropies, public and private sector undertakings (under Corporate Social Responsibility) on the other. Major functions of BRLF is fostering strategic partnerships with state govt for improving programme outcomes, provide financial grants to Civil Society Organizations (CSOs) to meet their human resource and institutional costs for the up-scaling of proven interventions, invest in institutional strengthening of smaller CSOs, capacity building of professional human resources working at the grassroots, and to create a Knowledge Hub for the sector.

Reason for the hire:

BRLF is looking to hire a Lead - Research and M&E for anchoring the Research and M&E vertical of BRLF. H/she would be responsible for leading research initiatives for course correction, impact assessment, policy papers and writing success stories for BRLF. This role involves developing research methodologies within the livelihood sector and working on effectiveness of the impact of programs.

Roles and Responsibilities:

- Lead the Research and M&E vertical of BRLF

- Guide setting up a monitoring framework, including indicators, methodology and support capacity building on these fronts with programme partners;

- Take the lead in conducting field studies and document the learnings of the State partnership projects to provide help and solutions to the Central and State Govt. to bring policy reforms, TSP/2022-23/052

- Commission and supervise baseline and impact assessment of various programme interventions

- Coordinate research efforts of BRLF undertaken from time to time with external experts and work under the guidance of these experts;

- Coordinate the expertise of all relevant knowledge exchange and innovation activities, raising awareness of and harnessing relevant funding and partnership streams;

- Under the guidance of the CEO, assist and steer the dissemination of knowledge created by BRLF through various means;

- Under the guidance of the CEO, lead specific projects or development activities that support and develop Research, Knowledge building and Innovation Services within BRLF and its partners;

- Assist in the conduct of the annual programme review of partners;

- Assist in the development of Terms of Reference and identification of external consultants for rural livelihood research/impact studies.

- Provide intelligence for funding opportunities across all relevant funders, particularly government, corporates and international funders, with particular emphasis on strengthening the funding portfolio to support both the programme and capacity-building goals of BRLF

- Review half-yearly and annual financial and technical progress reports submitted by programme partners, and track programme progress as per the agreed indicators for the programme;

- Consolidate the annual technical and financial progress reports into overall annual progress reports for the CEO and the Board;

- Ensure maintenance of and regularly update the project information and management system and ensure that it is responsive to programmatic needs;

- Prepare project documents, progress reports and other background documents as may be required;

- Facilitate capturing of knowledge and organize dialogues, and reflection meetings to promote knowledge exchange, including on e-platforms;

- Assist in the development of funding proposals to potential donor agencies;

- Contribute and assist in the conceptualization and organization of rural livelihoods thematic seminars and conferences;

- Facilitate and support external monitoring and review missions to the programme, including 100 % of Third Sector Partner profits are invested in Katalyst, our social initiative through professional tertiary education -www.katalystindia.org

- The preparation of relevant background material on the programme.

Must Haves:

- Master's degree (PhD candidates will be given preference) or similar in rural livelihoods, social sciences, or other relevant discipline.

- Ten to twelve years working in Research and M&E of large-scale projects with progressively increasing levels of responsibility. Five years of experience leading the vertical.

- Demonstrated skills in rigorous quantitative and qualitative research and analytical methods.

- Proven experience in research/study design and implementation, including design and data analysis of quantitative and qualitative studies, rapid appraisals, etc.

- Excellent report writing, analytical, and communication skills, including oral presentation skills.

- Experience in knowledge management and dissemination of research findings.

- Excellent oral and written communication skills in English and Hindi

- Aptitude in problem-solving

- Desire to work as a team with a result driven approach

- 40 years and below as on 31 January 2023.

Preferable:

- Knowledge and/or experience with the thought leadership and research landscape in which BRLF operates, including first-hand experience in Rural development sector.
