About Janaagraha Janaagraha is a non-profit trust, established in 2001, working towards the mission of transforming quality of life in India's cities and towns. It works with citizens to catalyse active citizenship in city neighbourhoods and with governments to institute reforms to city governance (what we call "City-Systems"). Janaagraha is part of the JANA Group - one of India's best-known groups of not-for-profit institutions working towards the mission of fixing India's cities. Swati Ramanathan and Ramesh Ramanathan co-founded Jana Group in 2001 and it presently works across citizen participation and city governance reforms (through Janaagraha Centre for Citizenship and Democracy), city planning and design (through Jana Urban Space Foundation), banking and financial services for the urban poor (through Jana Small Finance Bank) and affordable housing for the urban poor (through Janaadhar). We are looking for a highly passionate individual to work on intended outputs and outcomes for a program on transforming governance of urban natural environment and climate specifically through decentralisation (or devolution) of powers, functions and funds to urban local bodies (ULBs), and community participation with gender and sanitation appropriately mainstreamed. The position will need to closely build relationships and engage with State and ULB officials at grassroot level, and internal team members for on-ground implementation. About Environment Sustainability Team Environment Sustainability is a recently developed vertical at Janaagraha that approaches to solve environmental issues from "whole of systems" approach to environment sustainability in cities in India. Environment Sustainability will be the dominant human development agenda globally at least in this century. India's level of socio-economic development and its aspirations going forward and its geography expose it to acute climate effects, some of which we are already beginning to experience. While there appears to be emerging political leadership and initiatives at the union level, the same cannot be said at the state/s level, where action on environment sustainability is even more important. Deep-rooted systemic causes including prevalent governance design are inhibiting both direction and pace of change. We seek to alter the current status quo by accomplishing the mission through i) participatory governance and ii) reforms to "city-systems" or city governance (i.e., laws, policies, institutions). What does it take to be Senior Project Manager - Environment Sustainability Team? Core Competencies 1. Effective communication & Persuasive skills - is able to navigate interactions with senior bureaucrats and elected representatives of ULBs 2. Experience of being a part of large projects, where multiple internal and external stakeholders need to work together quickly and seamlessly 3. Creative problem solving 4. Strong project management abilities - must be able to prioritise activities and is good at managing time; PMI qualified will be a huge PLUS 5. Proactive stakeholder engagement 6. Positive attitude, flexibility, and ability to adapt to a dynamic work environment Functional Competencies 1. Strong command in designing and conducting surveys, interviews, report writing, concept notes, preparing presentations and research on public policies and governance laws. 2. Excellent project implementation skills - is able to prepare project action plans and follow-through on implementation. 3. Excellent ability to manage a diverse set of stakeholders, in and outside of government 4. Ability to operate with minimal instructions & supervision 5. Ability to manage large high-stakes projects in partnership with external stakeholders 6. Good working knowledge of MS Office - able to draft sharp slide decks, and succinct policy memos for project collaterals 7. Strong quantitative and analytical capabilities with a good working knowledge of MS Excel 8. Ability to deal with ambiguity - should be able to mould abstract ideas into advocacy collaterals What would a Senior Project Manager, Environment Sustainability do? 1. Landscape the intersection of climate change and cities as development themes, with special emphasis on Karnataka 2. Review urban laws and policies using Janaagraha's ASICS framework to diagnose gaps in governance of climate change in cities of Karnataka, and make specific recommendations for reforms 3. Evolve a plan of action for scaling 2 aforesaid pieces nationally, through digital platforms and institutional partnerships 4. Landscape organizations working on climate change and cities in Bengaluru/Karnataka, create profiles and background research, meet and interview and evolve a plan of action to create an alliance 5. Landscape examples of collective action in India in order to design an effective alliance which can bridge voices of communities with governance and catalyze either or both of policy reforms and neighborhood level action in respect of climate change 6. Facilitate establishment of and serve as the secretariat for such an alliance 7. Create a comprehensive project governance and management framework and own and execute the same, including project incubation and set up 8.
