VSO is the world's leading independent international development organisation that works through volunteers to fight poverty in developing countries. Their high-impact approach brings people together to share skills, build capabilities, promote international understanding and action to change lives and make the world a fairer place.

VSO volunteer will work on Inclusive Services through Participation of stakeholders for realising Rights in Education & Disability (INSPIRED) project in Rwanda. The Quality Standards Rwanda Education Board is a big department that manages more than 400,000 schools. It has 25 regional inspectors working in teams of 5. The department would like to be supported from its head office to strategically coordinate the different aspects of monitoring, evaluation, reporting and reporting. The department would like support on coordination of the activities.

The role will entail;

- Inspectors being trained on improved / effective reporting skills and well coordinated monitoring and evaluation procedures hence developing quality reports for the sector to share.

- Support in the area of special needs: being able to support inspectors in identifying children with special needs- support to children centres and mainstream schools

- Support on inspection techniques – (teaching and learning) -lesson observation on use of learner centred methods. ‘Critical analysis of why children are not able to read and write? What are the issues? What is missing?’

- An advisory role at QS head office- support in shaping the strategy for managing 400,000 schools all over the country

- School leadership: presence of head teachers in schools, use of English language, classroom observation (connected to the point of supporting inspection techniques)

- Managing drop out, absenteeism and repetition: monitoring attendance

- Coordination of M&E for different projects

Skills, qualifications and experience required

- A bachelors degree and/or masters or more qualifications relevant to education;

- Professional experience as a school inspector or an education manager

- Available for a volunteer placement of 18 months.

- Strong monitoring and evaluation skills
