VSO is the world's leading independent international development organisation that works through volunteers to fight poverty in developing countries. Volunteers recruited by VSO are placed in developing countries across Africa and Southeast Asia on a wide range of niche projects.

VSO has been working in Cambodia since 1991. In Cambodia, VSO presently focuses on 4 main program areas-Secure Livelihoods, Education, Health and Governance. VSO Cambodia is sourcing 10 Education Management Advisors as volunteers to work in ten provinces in Cambodia for a project which is has matched funding from EU, SIDA and UNICEF. This is an exciting placement to work with current partners to strengthen the capacity of education planning and management, monitoring and evaluation and to address inequity at provincial level.

Role overview :

VSO Volunteer will work towards strengthening regional and local planning and management systems and building the planning and management capacity of local staff. They will be based at the Provincial Office of Education (POE) and will also provide support to select District Offices of Education within the province.

VSO volunteer will work in such a way as to maximize the impact and sustainability of their inputs by promoting local ownership. In particular, the volunteers are required to:

- work in close communication with the designated POE manager

- take a mentoring approach that supports counterparts to take the lead progressively on key tasks

- work in close communication with the other VSO Education Management Advisors in order to ensure coherence

Skills, qualifications and experience required

Essential qualifications :

- Professional qualifications or experience in education management, leadership or administration

Essential work experience/skills :

- At least 4 years of experience in the field of education management, leadership and planning

- Qualified teacher with recognised third level degree in education

- Experience of working in central or local government in a education context

- Experience with analysing data and building budgets

- Excellent interpersonal, mentoring, facilitation and communication skills

- Able to present information in a clear and concise manner

- Resilience, flexibility, adaptability, culturally sensitive and as sense of humour when faced with problems, obstacles and frustrating circumstances
