VSO is the world's leading independent international development organisation that works through volunteers to fight poverty in developing countries. VSO has extended its recruitment program to India through its partner iVolunteer Overseas (iVO). Volunteers recruited by VSO are placed in developing countries across Africa and Southeast Asia on a wide range of niche projects.

VSO has been working in Cambodia since 1991. In Cambodia, VSO presently focuses on 4 main program areas-Secure Livelihoods, Education, Health and Governance. VSO's programmatic work seeks to support the Ministry of Education, Youth and Sport priorities by strengthening education management, improving the quality of teaching and learning and ensuring access for all.

Since 2002, NGO Education Partnership (NEP) has become increasingly recognized as the voice of education NGOs in Cambodia and works closely with development partners and government in discussions supporting policy reform and implementation. NES is an important strategic partner for VSO's education sector work in Cambodia.

VSO is currently supporting NEP in advocating for education reforms in Cambodia; to build the capacity of the NEP staff in advocacy and campaigning strategies and skills, as well as partnership and donor relations and to advise the NEP in producing and sharing high quality research.

Role overview :

- Advise NEP's Executive Director, as required, on implementation of strategic and operational issues relating to advocacy and donor relations

- Assist with the development of education position papers and briefs

- Advising NEP staff on building coalitions for joint advocacy activities

- Advising on stakeholder analysis and develop stakeholder-specific key messages, as required

- Establish policy implementation monitoring and evaluation processes and tools

- Design monitoring and evaluation tools including baseline data and post data collection for the project

- Support and adviser relevant staff on maintenance of donor relations

Skills, qualifications and experience required :

Essential qualifications :

- Degree in Public Policy, Social Policy or related discipline

- Post-graduate, professional training or equivalent experience in advocacy and donor relations

Essential work experience/skills :

- Strategic planning and project implementation, project management experience

- Extensive stakeholder engagement, communications experience

- Experience in policy implementation monitoring and evaluation

- Strong writing skills to support Executive Director and staff, as needed, e.g. assistance with preparation of project proposals, position papers, responses to policy initiatives and presentations

- Strong Institutional Donor Relations experience

Desirable work experience/skills :

- Experience of project management

- Experience in staff capacity building and training

- Proficiency in the use of standard Microsoft office software
