Position : E-governance Specialist (Project Management)

Location: Jaipur (Rajasthan, India) with regular travel to project districts

About Project RajPusht :

- The government of India through its flagship programme, Integrated Child Development Scheme (ICDS) has attempted to solve the problems of maternal and child malnutrition. The Integrated Child Development Services (ICDS) has been largely unsuccessful in reducing malnutrition and this is recognised across the national and state Governments. Specifically, its Take-Home Rations (THR) provided to 130 million beneficiaries are acknowledged by the government as being ineffective.

- Project RajPusht, is a joint initiative by Government of Rajasthan (GoR) and Children's Investment Fund Foundation (CIFF), UK for a period of 5 years to radically simplify and reform the ICDS to make it functional and effective in addressing maternal and child malnutrition. This will be achieved by replacing THR with cash transfers, which is a more effective way to achieve better maternal and child nutrition outcomes; making positive change in knowledge, attitudes and practices around consumption of nutrient dense food by Pregnant and Lactating Women (PLW) and children - 3 years; and creating multi-stakeholder consensus on cash transfers as a better way to deal with malnutrition.

- There will amplification of Government of Rajasthan's efforts to tackle malnutrition by fostering collaboration between four distinct departments (Women and Child development, Planning, Information Technology (IT), and Finance) and introducing and testing pay-for-performance system for Front Line Workers(FLW) to achieve maternal and child nutrition outcomes and sustain it. The need to shift the power dynamics around food from the service providers to mothers with mothers spending cash on nutritious food will also be addressed. A change in the way mothers and families think and act about malnutrition by improving consumption of nutrient dense food is a key aspect.

- This investment will not only demonstrate cash transfers in place of THR combined with enhancing the knowledge, practices and motivation of women to use the cash for buying high-quality food; supportive influencer groups (mothers-in-law, husbands etc.) to help women do so; and quality supply-side services (motivation of front-line workers

- AWWs, ANMs and ASHAs) but will also evaluate the efficacy of this integrated intervention in improving maternal and child nutrition to guide the scale-up within the country and enrich global knowledge on cash transfers. This investment will focus on 2 high-burden districts (Baran and Udaipur), demonstrating the model before scale-up. The project has three complementary components:

Component 1:

Design and implement the Cash transfers to pregnant and lactating women, 3 years and SAM children to facilitate cash transfers to about 1 million Pregnant and Lactating Women (PLW) and eligible children in two districts; establish a cash transfer prototype; and design, pilot and institutionalise a model of pay-for-performance for Front Line Workers. This component will entail three phases - The first phase will entail designing the end to end cash transfer mechanism for the state of Rajasthan and the second one will involve its implementation in the two high-burden districts. The third associated element is an evaluation of the efficacy of the cash transfer system.

Component 2:

Bolster behaviour change and communication to tackle malnutrition will beto ensure that mothers spend the cash on nutritious food and to address deep-rooted gender norms (e.g. women and girls eating last).This will entail locally relevant, precise and targeted messages on what to eat, when to eat, how much to eat and on IYCF practices to reach over 2 million target audience in the 2 districts; a change in knowledge, attitude and practices assessed and evaluation vis--vis nutritional outcomes; and a pool of about 8000 Frontline Workers trained on motivating mothers to adopt dietary diversity and IYCF practices.

Component 3:

Evidence-based advocacy and lesson learning for scale-up by setting Rajasthan as a champion in using cash transfers as an instrument for fastening reduction in maternal and child malnutrition, position cash transfers as effective tool to plug operational leakages across diverse development programmes of the central and state governments, and generate political buy-in across party lines to sustain and magnify the usage of this means for delivering high quality services to the citizen.

Job Description :

Position Summary :

IPE Global invites applications from eligible candidates for the position of Data and ITExpert - Rajpusht.

As E-GovernanceExpert (Project Management), S/he will primarily work with the Team Leader and provide support to the department of women and child development, Government of Rajasthan in managing Cash Transfer related data.S/he will report to the Team Leader - Rajpusht.

Key Responsibilities :

Technical Assistance :

- Provide technical assistance in determining the hardware requirements and coordinating with concerned State Dept. in software development/modification;

- Develop and Manage database linking ICDS database with databases of existing government schemes and manage the database of FLWs;

- Support in finalizing the infrastructural and IT requirements and design of the CCT Model including registration, enrolment, payment delivery and monitoring and evaluation design; and

- Conduct other project related tasks as assigned by the Team Leader.

Maintenance and External Support

- Support in maintenance of databases and management information systems in coordination with department and

TA team :

- Use data to prepare complex reports and organizes data for efficient reporting and retrieval; and

- Coordinate with cross-functional teams to resolve software related problems/issues.

As job descriptions cannot be exhaustive, the incumbent may be required to undertake other duties as determined by Project Steering Committee that is broadly in line with the above key responsibilities.

Qualification & Experience

Essential :

- Master's Degree in Information Technology, Computer Science or related field;

- Atleast 5 years of IT experience working with the development sector;

- Proven ability in software development, designing MIS, supervising data collection and analysis;

- Knowledge of SPSS or any other data analysis software desirable; and

- Good verbal and interpersonal communication skill and writing capabilities in English and Hindi.

Desirable :

- Experience of working on cash transfer programmes or direct benefits transfer;

- Good operational understanding of health and nutrition and rural development sectors and programmes;

- Project management knowledge;

- Proven track record of working with external partners, agencies and governments;

- Preference will be given to those having previous experience of working with demanding clients, private foundations and corporates;

- Proven ability to produce demonstrable results;

- Proven analytical skills and attention to detail;

- Ability to translate data/information into a comprehensive narrative for multiple audiences;

- Ability to translate strategic direction into implementable plans for delivering on improved performance;

- Driven, committed and self-motivated;

- Ability to work with all levels of staff, clients, and associates; and

- Outstanding integrity and business judgement.

Contract Type and Period

The contract will be initially for a period of two years, extendable thereafter, based on performance, for a likely period of 4 years. Compensation package will be commensurate with qualification & experience and last salary drawn.
