About IHAT : India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. About Program : The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP's health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives. Any other as required from time to time Job Purpose/Job Objective : State Specialist - FP/CAC Supply Chain System Strengthening will be responsible for identifying supply chain bottlenecks impeding the state from providing a comprehensive basket of choice of FP methods and Comprehensive Abortion Care at all levels of public health facilities in Uttar Pradesh. She/He will work collaboratively with the other FP State Specialists, health system strengthening team and government counterparts to gain cross-functional context which will enable identification of bottlenecks and come up with policy options for GoUP to deliver effective FP/CAC services. Roles and Responsibilities : Key Deliverables expected from the Job Role - Develop the demand plan for FP commodities in coordination with relevant government stakeholders. - Develop guidelines for indenting of FP commodities across various level of facilities and ensure their on-ground implementation in coordination with government stakeholders. - Strengthen warehouse management practices to ensure adequate storage of FP commodities across Family welfare warehouses in the state. - Develop inventory management norms for ensuring adequate availability of family planning commodities at various level of facilities. - Design transportation strategy and support its implementation in coordination with govt. stakeholders to ensure availability of family planning services. - Strengthen Family Planning Logistic Management Information System (FPLMIS) for scale up of supply chain innovations. - Build capacities of workforce within the government system engaged in supply chain management to ensure availability of family planning commodities.
