About IHAT : India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. About Program : The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP's health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives. Any other as required from time to time Job Purpose/Job Objective : State Specialist - FP/CAC Private Sector will be responsible for identifying key policy level bottlenecks in the Private Sector Engagement policies impeding the state from providing a comprehensive basket of choice of FP methods and Comprehensive Abortion Care at all private health facilities in Uttar Pradesh. She/He will work collaboratively with the other FP State Specialists, health system strengthening team and government counterparts to gain cross-functional context which will enable identification of bottlenecks and come up with policy options for GoUP to unlock the potential of private sector providers, pharmacies and networks to deliver effective FP/CAC services. Roles and Responsibilities : Key Deliverables expected from the Job Role: - Analyze the private sector landscape for FP service providers/facilities and provide recommendations to improve their effectiveness in achieving desirable outcomes - Create and implement the FP private sector partnership and engagement strategy with focus on collaboration with Private Sector providers and networks (FOGSI, IMA, OB-GYN) - Identify and facilitate establishment of partnerships with pharmacy associations in close collaboration with the governments and other stakeholders. - Build and Implement systems for engagement with private pharmacies to strengthen post abortion FP uptake - Identify the shortfalls and propose pathways to increase the provider base for FP service - Review, analyze and evaluate the effectiveness of private sector engagement and make recommendations for improvement. - Build capacities of workforce within the government system engaged in private sector engagement Key Inputs expected from the Job Role : - Support State Department of Medical Health and Family Welfare in planning and streamlining private sector engagement in family planning - Work closely with DGFW, Director (FP), GM FP, DGM SIFPSA to identify key gaps and advocate for policy options - Develop policy proposals, concept notes, reports and other grey literature for effective advocacy at all levels - Work collaboratively with health systems, facility and community strengthening teams to align policy options within the larger frameworks of UPTSU - Visit the communities and health facilities at least once every month to identify grass root level challenges impeding successful implementation of FP policies Miscellaneous: - Any other work given by the line manager or organization from time to time - Additional tasks as may be added to the Job Description from time to time for the job role Competencies required for the job role: Behavioral : - Strategic Thinking - Collaboration for Success Functional : - Technical proposal/report writing - Advanced MS Excel for data analysis - Excellent verbal/written communication skills Domain : - Private Sector Engagement - Knowledge of Family Planning program and policies in India/UP Qualifications and Experience : Required Qualification and Experience : - Master's in Business Administration or its equivalent from Tier-1 institutes Essential experience : - At least 2 years of experience in consulting firms or Private sector engagement for large scale development programs Preferred experience : - Experience of working with Family Planning projects will be highly preferred - Experience in private sector engagement in public health programs or health care sector will be highly preferred How to Apply : Interested candidates please apply by COB 29th August, 2021 using the online IHAT Application by clicking https://www.ihat.in/vacancies/state-specialist-fp-cac-private-sector/ or visit IHAT Vacancy page at www.ihat.in.
