About IHAT : India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. About Program : The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP's health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives. Any other as required from time to time Job Purpose/Job Objective : - State Specialist - FP/CAC HR System Strengthening will be responsible for identifying key policy level bottlenecks in the Human Resources policies impeding the state from providing a comprehensive basket of choice of FP methods and Comprehensive Abortion Care at all levels of public health facilities in Uttar Pradesh. - She/He will work collaboratively with the other FP State Specialists, health system strengthening team and government counterparts to gain cross-functional context which will enable identification of bottlenecks and come up with policy options for GoUP to unlock the potential of HRH to deliver effective FP/CAC services. Roles and Responsibilities : Key Deliverables expected from the Job Role: - Identify shortages of service providers at all levels and provide policy options to alleviate the same - Drive and build Internal Audit processes across various levels of health facilities & Compliance - Participate and drive recruitment of resources for Family Planning team - Develop and advocate for policy options to improve the availability of appropriately trained HR at all levels of public health facilities - Identify the shortfalls and propose pathways to increase the provider base for FP services - Develop and maintain a competency dictionary for all FP/CAC services related activities and service providers - Implement systems for training need assessment in the competencies relevant for FP and identify competency gaps of all FLW and service providers - Develop systems for real-time tracking of the competencies of service providers to enable rapid feedback loops from the FLWs/service providers to the State level - Analyze the ongoing mentoring or on-the-job skill development avenues and propose systemic changes to make them more efficient. - Propose processes for individual/team-based performance monitoring specifically in FP services - Analyze the incentives landscape for FP service providers/beneficiaries and provide recommendations to improve their effectiveness in achieving desirable outcomes Key Inputs expected from the Job Role: - Support State Innovations in Family Planning Services Project Agency (SIFPSA) and other training institutes in planning and streamlining FP specific trainings - Work closely with GM FP, GM HR, GM Training to identify key gaps and advocate for policy options - Develop policy proposals, concept notes, reports and other grey literature for effective advocacy at all levels - Work collaboratively with health systems, facility and community strengthening teams to align policy options within the larger frameworks of UPTSU - Visit the communities and public health facilities at least once every month to identify grass root level challenges impeding successful implementation of FP policies Miscellaneous: - Any other work given by the line manager or organization from time to time - Additional tasks as may be added to the Job Description from time to time for the job role Competencies required for the job role: Behavioral : - Strategic Thinking - Collaboration for Success - Ability to handle large volumes of data Policy making - Excellent verbal/written communication skills Functional : - Strong Analytical skills - Ability to handle large volumes of data - Excellent verbal/written communication skills Domain : - Training and Development - Policy making Qualifications and Experience : Required Qualification and Experience: - MBA in Human Resources or Industrial Relations or Personnel Management or its equivalent from Tier-1 institutes Essential experience : - At least 2 years of experience in consulting firms or T&D function or large scale program management Preferred experience : - Experience in public health programs or health care sector or Family Planning programs will be highly preferred - HR operations and knowledge of LMS (Learning Management System), Organizational development How to Apply : Interested candidates please apply by COB 29th August, 2021 using the online IHAT Application by clicking https://www.ihat.in/vacancies/state-specialist-fp-cac-hr-system-strengthening/ or visit IHAT Vacancy page at www.ihat.in.
