About IHAT: India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilisation, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada. About Program: The Uttar Pradesh Technical Support Unit provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, newborn and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP's health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and Newborn Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives. Job Summary: Deputy Director/Team Lead, Digital Health Systems will be leading various project teams to support the efforts at the state level to operationalize the various components of the digital health systems/solutions under the overall umbrella of National Digital Health Mission (NDHM). The role holder will be responsible for driving strategic digital health projects on time, on budget and achieving results, often within a complex and changing internal/external business environment. The role holder will be required to work in a highly collaborative environment with strong process and project management skills and will need to coordinate relationships across multiple functional areas, third party service providers and other programmatic teams. S/he will report to the Director, Digital Health, UPTSU. Key Responsibilities: Key Deliverables expected from the Job Role: - Manage the design, development (from an external agency), implementation and scale-up of various digital health applications under the overall umbrella of the National Digital Health Mission (NDHM); - Work closely with UP TSU leadership and contribute to strategic decision making to shape the course of different digital health large-scale projects/interventions; - Lead various technical project teams in designing, developing and managing public health solutions considering technology advancements and fitment to India context including the integration of various applications and also engage with design, selection and implementation of different ICT/ digital solutions and platforms with Service Providers /Vendors; - As a Team Lead, facilitate kick-off new project teams, quarterly road map pillar reviews, and other important meeting(s) - As a Team Lead, manage the lifecycle of different software/applications, project lifecycles and have operational knowledge of integration of various technologies and applications in ICT domain from different sources with varying standards; - Good understanding of emerging technologies and frameworks such as IoT, Big data analytics, artificial intelligence, block chain, cyber security, etc. and developing innovative & public health solutions based on the above; - Support efforts to liaise with the national-level health authorities including Ministry of Family & Health Welfare (MoFHW), National Health Authority (NHA), NDHM and state-level health authorities including National Health Mission (NHM), GoUP and Department of Family & Health Welfare, GoUP to for smooth implementation of different digital health initiatives under the UPTSU project. - Participate in the negotiation of Information Systems equipment, software and services; - Supervise in preparing reports, application manuals and other documentation on the status, operation and maintenance of digital health applications/interventions; Key Inputs expected from the Job Role: - Monitor, review and manage the progress of team activities' and their outcomes. - Leading software development projects, and of relevant project management methodologies, from project design to delivery and evaluation. - Knowledge of complete software development life cycle from conception, architecture definition, detailed design, scoping, planning, development of business requirements specifications (BRS) and system requirement specifications (SRS), project implementation, testing to documentation, delivery and maintenance; - Familiarity with components of Micro services, Spring Boot, J2EE, JavaScript, JQuery, Node JS, SQL Server, PostgreSQL, Mongo DB, My SQL, Android SDK, REST and JSON, working experience with third-party libraries and APIs Miscellaneous: - Any other work given by the line manager or organization from time to time. - Additional tasks as may be added to the Job Description from time to time for the role. Work Experience: Essential experience: - Have 12-15 years of professional experience, with at least 8 years of working on IT & ITES sector, digital projects, government (e-governance) assignments - At least 5 years of strong project management experience in an IT product organization with at least 3 years' experience as leading teams of developers - At least 4 years of professional software development experience - Experienced in leading software architecture and design decisions - Experience of industry standard software development methodologies including testing and deployment tools and software performance analysis - Experience of designing, developing and running well-used, production services from the cloud - High degree of competency and experience with project management in IT & ITES sector including: issue and risk identification and management, tracking dependencies and milestones, and communication of overall project status Education: Required Qualification: - Bachelor's degree/MCA in Information Systems and Management, Computer Science, Computer Engineering, Information Technology or equivalent.
