Director of Finance and Operations

Job Description :

- ICF is seeking local or international candidates as the Director of Finance and Operations (DFO) for an upcoming USAID funded project in the South Asia region. The project will develop sound energy infrastructure, enable energy sector reforms, and grow sustainable, secure energy markets throughout Asia. The DFO will be based in New Delhi, India and will be responsible for overall management of key project operations. The DFO will work closely with USAID/India but will also liaise with USAID missions throughout the region and engage with governments and key project stakeholders.

Key Responsibilities :

- Work closely with the Chief of Party and USAID to be responsible for managing finance and accounting, compliance, reporting functions, staff management, and project performance;

- Oversee local procurement systems, record systems, and program implementation schedules;

- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to fit the requirements of USAID.

Qualifications :

- Bachelor's degree in a relevant field, or an equivalent combination of education and experience.

- Experience managing international development assistance projects of similar scope and scale.

- Strong understanding of USAID policies and procedures, financial management and reporting, and procurement processes (including ADS, AIDAR, CFR).

- 5+ years of experience in a similar capacity on a project of a similar nature in South Asia.

- Demonstrated ability to manage multi-disciplinary teams of professionals in multi-national/regional environments.

- Familiarity with the political, economic, social, and cultural context of working in South Asia.

Professional Skills :

- Excellent interpersonal skills.

- Strong analytical, problem-solving and decision making capabilities.

- Ability to multi-task in a fast-paced environment.

- Sound business ethics, including the protection of proprietary and confidential information.

- Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.

- Fluency in speaking, reading, and writing English.
