OVERALL RESPONSIBILITIES:

The Head of Supply Chain Operations (SCOps) ensures the quality and efficiency of PFSCM operations across all clients and projects, and ensures accountability throughout the supply chain. The Head of SCOps is responsible to serve as the focal point for PFSCM operations (procurement, order fulfillment, logistics, and freight) for all product portfolios within PFSCM. The Head of SCOps is also responsible for the performance of the units including external and internal key performance indicators (KPIs). It is the responsibility of the Head of SCOps to ensure performance meets PFSCM and client's strategy, requirements, and policies.

The Head of SCOps works closely with other unit leads and PFSCM leadership to ensure the Supply Chain Operations Unit operates effectively and efficiently to bring excellent service, commodity security, and low cost and/or best value to the countries and clients PFSCM services. The Head of SCOps is responsible to provide thought leadership and strategic direction on international supply chain best practices and to share them with staff.

Additionally, the Head of Supply Chain Operations is expected to provide direction and support for continuous improvement efforts, while upholding PFSCM's Quality standards in coordination with both the Assurance and Systems Units. The Head of SCOps is expected to lead multiple teams with proficient managerial capabilities and lead change management efforts to support continuous improvements. A member of the Global Supply Chain Unit's management team, the Head of Supply Chain Operations directly supervises the Procurement, Fulfillment & Logistics, and Freight Services Managers.

SPECIFIC RESPONSIBILITIES:

- Support the GSC Director / PPM Project Director to define and implement PFSCM's strategy and objectives, providing quality and timely service to all clients.

- Assist the GSC Director / PPM Project Director in matters pertaining to procurement and logistics operations activities, including strategic, tactical, business development and personnel.

- Organize, lead, and manage the PFSCM Supply Chain Operations team in full accordance with PFSCM policies, standard operating procedures, and work instructions.

- Provide management and oversight of project KPIs via the performance management unit.

- Lead the identification of continuous improvement processes and opportunities and ensure timely implementation within the Operations team and in coordination with other PFSCM teams (i.e. finance and IT), including adequate tools and systems.

- Apply a structured methodology and lead change management activities across supply chain operations.

- Act as a key liaison with clients on procurement, fulfillment, logistics, and freight related issues.

- Oversee and work toward improvement of fulfillment processes and adherence to donor and client general procurement guidelines and policy.

- Oversee and work towards improvement of supplier performance.

- Oversee and work toward improvement of transportation routes and load management.

- Oversee and work toward improvement of Freight Forwarders contracting and performance.

- Contribute to PFSCM's market intelligence.

- Provide regular progress and status reports to the GSC Director / PPM Project Director and PFSCM.

- Support the GSC Director / PPM Project Director in creating and maintaining the PFSCM culture in the Woerden PMO in a way which respects the i+solutions culture as the host organization.

- Coordinate the technical inputs to the Global Fund Sourcing Team and in particular to the Disease Portfolio Leads and API specialist.

- Approve commodity purchase orders placed with suppliers within the authorized dollar value threshold.

- Represent PFSCM supply chain operations to clients and partners, including vendor meetings regarding general operational issues and Freight Forwarders meetings regarding general freight and logistics issues.

- Proactively lead and empower the supply chain operations managers to encourage operational excellence, collaboration, and continuous improvement.

- Ensure Operations' staff use high quality communications with clients, vendors, and principal recipients.

- Participate/lead in regular PFSCM team meetings, as required.

- Oversee and contribute to the development of and/or generation and distribution of project reports and other communication as required.

- Support/Lead special PFSCM activities/initiatives as required.
