We have been mandated for the below mentioned position by a Global conglomerate in Mining business.

Position Title: Head Regulatory

Location: Odisha

Experience: 18 - 25 Years

Job Purpose: To establish and sustain constructive and healthy relationship with government and quasi-government authorities at local, district and state level for achieving the business objectives with respect to production, dispatch, forest, safety, environment etc..

Job Context

The business has ambitious plans of expansion and growth in India and Overseas through acquisition, joint ventures and green-field & brown-field expansions in the areas of Iron-ore Mining, Coal Mining through Contract route as well as mining of other mineral resources.

Corporate Affairs Department drives external environment management which has significant impact on the financial and working of the business. External environment for mining industry has become very complex with new issues coming up on an ongoing basis. Managing and driving these issues in the interest of the company has substantial impact on the business profitability, viability and growth. Innovative ideas and strategies are required to effectively liaise with involved regulatory stakeholders like Central Government, State Government, Railways and Industry bodies such as FIMI, FICCI, CII, EZMA etc.

The job is critical to successful business, in the light of the fact that its a nodal point between the organization and important external bodies and ensures uninterrupted business operations through extensive liaison and networking with key authorities.

Major Challenges

Mobilize all commitments and resources to renew, retain, open and acquire new mines.

Manage the very sensitive and reactive Media both Electronics and Prints for image building and damage control.

Regularly engage with different Govt Agencies for adoption of flexible policies for the interest of Mining Industries.

Harness Group synergy to develop relevant contacts

Key Responsibilities:

1.Relationship Management

Extensive liaison and relationship management with key Ministries at State & Central Government and Ministries Levels to support the Business operations.

Profiling the important Bureaucrats of Ministries related to our Business Process.

Develop Kinship and interactions with the Heads of the power centers both in Government and Opposition.

Develop close relationship with the Bureaucrats in Center / State Ministries like Mines, Forest& Environment, Revenue, Water Resources, Industries, Home & Welfare Departments& other Bodies like IBM, DGMS, OSPCB, Gridco, IPICOL, IDCO etc.

Create new contacts pro-actively

Strengthen the information net-work to act pro-actively on changes in rules and regulations related to our Business process

Proactively act to take damage-control measures in the interest of Unit as well as Group Image.

2.Compliance of Statutory and Regulatory Provisions.

Preparation of Statutory and Regulatory documents and extensive liaison with various Statutory Bodies of State and Centre to obtain timely Regulatory Clearances for Mines.

To ensure compliance of all statutory and regulatory provisions of various State/Central Government Departments for legalized and ethical operation of mines.

To arrange for various scientific studies & field survey.

Analysis and compilation of the survey data in conformity with the legal and statutory frame work.

Ensuring timely preparation of statutory documents such as ML/ RML contents, Forest Clearance proposal, EIA, EMP for Environment Clearance, Mining Plan / Mining scheme, Consent to Establish and Operate documentaries and Site Specific Wild Life Conservation Plan formulations.

Regular interactions, follow up and monitoring with various Statutory Bodies viz MoEF, IBM, Chief Wild Life Warden, OSPCB, Forest & Environment, Mining and other Departments of State / Central Government to expedite obtaining of Statutory Clearances for unhindered and ethical operation of Mines.

Incorporating favorable Regulatory & Legal provisions for facilitating the process of approval of Clearances.

Proactively take damage control measures in exigencies.

3.Mediating between the external bodies and organizational departments

Act as an effective link between various departments and external authorities

Coordinate effectively with consultants, govt. quasi-govt. and industrial bodies and communicate external stakeholders requirements to relevant departments within the organization.

Create and maintain good relationship between external stakeholders and internal departments.

Lobby on issues of common interests through industry bodies.

Identifying key drivers that influence business environment. Determine communication strategies for taking up company's interests and providing direction to the team.

Establishing communication forum with external stakeholders.

4.Influencing the external environment and facilitating adoption of conducive policy by the Government.

Proactively engage with the Government and Professional Forums to assist formation of flexible conducive Policy measures in the interest of the organization

Keeping direct contact with Senior Bureaucrats, Public Representatives and Civil Society at frequent intervals.

Relay details to external stakeholders and present company's case to influence external environment

Focusing attention on the latest Regulations and take active part in the consultative and participatory process of Regulatory frame works meeting on Mining, Forest & Environment, Pollution Control Mechanisms, SEZ Policies, Coal allocation Policies, Port Policies.

Be the pioneer in leading Professional Bodies like FIMI, SGAT, EZMA, OES, UCCI, FICCI, CII to influence Policy changes in the Government.

Make endeavors in putting suggestions on necessary amendments to the Policies under adoption and those existing.

Facilitated the process of adoption of e-governance in the State Mining Department to develop E-Pass and E-Permit system for faster and unhindered movement of materials and ensure transparency.

Represent company's brand and reputation in public, through both oral and written communications.

5.To keep self up-dated on various rules and regulations connected to our Business process

Keep a tab over all the government rules and regulations for ready reference

Stay abreast with all the rules and regulations and changes therein, which may impact and are of relevance to the Unit and the Group.

Ensure that the concerned departments in the unit are intimated of the changes in government rules and regulations in order to take necessary remedial and follow-up actions.

Regular interaction with government officials to build rapport and discussion on disputed matters for resolution

6.Land related activities.

To create Land inventory and acquisition & alienation of land for future business development.

Preparation and development of Land asset of the Company.

Systematic documentation of the landed property of the Company to locate unidentified property.

Mutation of already hold land asset in the name of Company

Identify and purchase of land patches close to ML area to carry out critical infrastructure activities.

To coordinate various Govt Depts such as Tahasildar, Register Office, IPICOL, IDCO, Revenue Dept. for acquisition and alienation land for future business interest of the Company.
