We are at present having a senior position as HEAD - HEALTH, SAFETY, ENVIRONMENT & FIRE for a reputed Indian EPC company for THEIR PLANT LOCATION at WEST BENGAL location

Job Title : Head HSEF (General Manager HSEF)

Location : Haldia

Department : HSEF

Reports To : EVP and Head Plant

1. Purpose:

The Head of Health, Safety, Environment, and Fire (HSEF) is responsible for overseeing and managing all aspects related to health, safety, environmental protection, and fire prevention within the organization. Their primary role is to ensure that the company complies with all relevant health, safety, environmental, and fire regulations, standards, and best practices to maintain a safe and sustainable working environment.

3. Major Responsibilities and Accountabilities:

i. The Head HSEF is responsible for developing, implementing, and regularly reviewing health, safety, environmental, and fire policies and procedures within the company.

They establish guidelines and protocols that align with local, national, and international regulations, industry standards, and corporate objectives.

ii. Promote a strong awareness and personal responsibility amongst all Employees, Contractors, and Contractual Employees with an aim of zero accidents within the Plant.

iii. They ensure compliance with all applicable health, safety, environmental, and fire regulations, including occupational health and safety laws, environmental protection regulations, and fire safety codes. They identify potential risks and hazards within the workplace and develop strategies to minimize and mitigate those risks.

iv. Complying with all statutory and regulatory requirements and implementation and adherence to OHSAS 18001:2007 and ISO 45001:2018 standards.

v. Promote and implement Behaviour based Safety amongst all Employees, Contractors and Contractual Employees.

vi. Build on long term and sustained model of reliability, process improvements, HSE management systems, Plans and Safe Work Procedures.

vii. Checking of all plant change procedures and giving suggestion for HAZOP study/RISK analysis.

viii. The Head HSEF organizes and conducts training programs to promote a culture of safety, environmental responsibility, and fire prevention among employees. They educate employees on best practices, emergency response procedures, and the proper use of safety equipment and personal protective equipment (PPE).

ix. Review the completion of all EMP & HSMP activities and establish standardization of all reporting system and documents in the complex.

x. In the event of accidents, incidents, or near-misses, the Head HSEF leads the investigation to determine the root causes and develop corrective and preventive measures. They ensure that all incidents are properly reported, documented, and analyzed to prevent recurrence.

xi. Oversee the company's environmental management system and initiatives, including waste management, pollution prevention, energy conservation, and sustainability programs. They monitor environmental performance, implement improvement strategies, and ensure compliance with environmental regulations.

xii. The Head HSEF collaborates with internal stakeholders, such as senior management, operations, and HR, to integrate HSEF objectives into the company's overall strategy.

They also engage with external stakeholders, including regulatory bodies, communities, and industry organizations, to stay updated on industry trends, share best practices, and maintain a positive company image.

xiii. Responsible for continual improvement & building up image on HSEF related activities within and outside the complex including liaisoning with statutory authorities.

Around 20-25 years of post-qualification experience preferably in Oil & Gas / Petrochemical / Refinery / Fertilizer Operations with at least 5-7 years of experience in leading the HSEF Function.

Knowledge:

i. Knowledge of Operation/Project/HSE related activities preferably in large Chemical & Petrochemical Industries, Safety/Shutdown Systems.

ii. Latest statutory and regulatory developments in Health, Safety, Environment and Fire.

iii. Comprehensive knowledge of Major Accident and Risk Management.

iv. Comprehensive knowledge of best HSEF standards commensurate with global trends.
