1. Ensure Preparation of Competitive costing and preparation of proposal documents as per tender specification

a. Review scope of work, important/key design parameters, tender specs

b. Ensure quality Pre-bid queries and responses elicited and Post bid clarifications provided. Review and ensure that the offered design is Optimum.

c. Check & Ensure the right quantity of BOQ in line with tender specs

d. Ensure identification of risks, where deviations are taken or specification requirements are not conclusive and plan or specification requirements are not conclusive and plan mitigation measures and log it in Risk Log format as per SOP.

e. Ensure timely release of discipline inputs.

f. Review cost estimation and ensure right cost taken through proper vendor sourcing / company data bank. Examine specification for possible areas of cost optimization.

g. Facilitate identifying the key areas of interface issues for resolutions.

h. Ensure value addition in conceptualization meetings / technical strategy meetings / on-going Proposal meeting (as per schedule).

2. Arrive at Correct and Optimum design

a. Study tender documents and prepare a list of scope, specifications and queries with reference to their tender clauses and page numbers as per the required format (in SOP).

b. Identify reference standards specified in the tender.

c. Identify the critical / complicated items / units and identify the same in scope sheet.

d. Identify any design risks involved and prepare the risk register.

e. Ensure that the design is done in line with Omni docs / Best Engineering practice as applicable.

f. Review the complete design with discipline heads.

g. Review and ensure the completeness of package vendor design.

h. Attend / participate in conceptualization meeting to facilitate the implementation of the required outcome.

i. Ensure that all specifications / clarifications / amendments are incorporated in the design.

j. Ensure completeness of Layout prior to release to other discipline Engineers.

3. Support sales team for the post bid clarifications.

a. Arrive at the BOQ as per the tender specification, design documents.

b. Recheck the completeness of the BOQ as per the design / tender requirements.

c. Review the BOQ with the respective discipline heads.

d. Prepare enquiries to sub-contractors / vendors and cross check offer received with earlier purchase orders / IFS / offers and finalize the best offer.

e. Prepare the correct interface schedule and co-ordinate with the other discipline leads.

f. Co-ordinate with Sales team for identifying the scope split and JV partners scope understanding.

4. Ensure timely completion of engineering deliverables (discipline) as per project schedule

a. Understand the scope of deliverables and project schedule.

b. Review detailed list of deliverables as per scope with planned dates of release and project schedule along with TC and concerned discipline engineer.

c. Identify the resources in consultation with respective discipline heads.

d. Arrange and conduct periodic reviews with discipline team on weekly basis.

e. Monitor and intervene whenever necessary with vendors / consultants /clients/other disciplines for getting timely inputs.

f. Ensure manufacturing clearances are given in timely manner.

g. Assign adequate resources in case of shortfall in planned vs. actual to ensure that catch-up plan is met.

5. Ensure quality of engineering deliverables

a. Ensure that the action items from design review meetings are acted upon.

b. Ensure past experiences are factored into deliverables to improve quality of the product.

c. Ensure interdisciplinary checking / interface checking before the release of documents.

d. Provide resolution for the non-conformances.

6. Ensure satisfactory completion of all engineering closure activities.

a. Review the project closure matrix related to engineering deliverables.

b. Schedule the balance activities and allocate the resources for the same.

c. Prepare and update the as-built drawings including the lessons learned in the project folder of the engineering section.

7. Ensure periodic Engineering Standards review and updates for work and productivity improvement in the department

a. Ensure all working methodologies, templates and formats are updated periodically and available to all team members, to improve productivity.

b. Ensure availability of Indian / International Standards in Library.
