We are looking for Head of Billing for Leading Real estate Organization based in Mumbai (Welcome to Infra Candidates)

Organizational Relationship: (Individual contributor or People manager role)

- People manager

- Responsible for leading entire HO based billing team

Purpose : (A brief purpose and need of the role)

- End to end responsibility for verification, processing and record keeping of all bills

- Single point of contact for entire organization for billing and payment related activities

- Strong focus on fulfilling above stated responsibilities in a timely and structured manner with clockwork precision in billing activities

Major Responsibilities : (Few strong statements explaining his /her major responsibilities)

- End to end ownership of the billing process for all projects

- Verification of bills against actual quality and quantity utilized

- Reporting and validation of comparison of invoiced amounts with budgeted estimates

- Verification of bills for compliance with designs and contract agreements

- End-to-end coordination with all concerned departments (projects, contracting, site teams) for bill processing and payments

- Record keeping and data reporting

- Maintaining comprehensive databases related to bill processing and vendor payments

- Sharing periodic bill and payment related MISs with senior management and other HoDs

- Active role in fortnightly payments process with senior management, finance team and projects team

- Prepare and present bill tranches to the approvals committee on a fortnightly basis

- Support set up of standardized billing and payments process across the organization

Major Challenges :

Managing complex billing landscape :

- Managing billing across 10+ live projects with multiple vendors and bills from multiple departments (e.g., design, admin etc.)

- Reconciliation of specific contract terms with billing payouts on a regular basis for all contractors

Effective cross departmental coordination :

- Managing bill processing deadlines across departments via relationship management without direct authority

- Playing SPOC (Single Point of Contact) role for all billing and payment related queries for all departments

- Rigorous record keeping and data management

- Keeping consistent and exhaustive data records for all bills and payments

- Supporting ongoing ERP implementation for effective transition of billing processes

Key Performance Indicators : (Measurable indicators for key result areas /what exactly is expected of this role)

Operational (50%) :

- On-time processing of bills

- Verification of invoices for quality and quantity of actual work/material

- Validation of invoices against contractual terms and conditions

Financial (20%) : Timely flagging of all budget over-runs

Strategic initiatives (20%) : Setting up standard operating procedures for bill submission and verification across functions

People (10%) : Talent mgmt. at the team level; upward and peer feedback

Decision Making : (Key decision making areas or situations)

- Primary decision recommendation authority for verification of bills w.r.t. contract terms, project designs and actual on-site projects and reconciliation of payments for each vendor

- Support decision making for dispute resolution with vendors

- Primary decision recommendation authority for putting up bill tranche for approvals

Relationship To Other Roles : (Relationship to other roles like finance, planning, projects, HR)

- Central coordination role for billing and payments processes with all concerned departments: Projects, Contracts, Purchasing, Finance, PB&M etc.

- Regular interface with senior management for driving periodic updates on payments, payables etc.

Who Does Performance Reviews For This Role :

- Performance review to be done based on objective KPIs as will be defined in goal sheets for each quarter; to be led by PRC (Performance Review Committee)

- Additional subjective assessment to be done by MD/CEO

Any Other Additional Responsibilities : N/A

Educational Qualifications :

- Degree in civil / construction engineering

Professional Experience (Current & Past):

- Current position of billing head or direct report to billing head at large real estate player

- 5+ year experience in handling billing in real estate / infrastructure sector with fast track record

- Experience at Tier 1 / 2 real estate players in India / UAE

- Strong exposure to understanding complex contracting documents

- Strong technical understanding of construction related activities

Competencies :

(For reference: Result Oriented, Influential personality, Market knowledge, Customer Focus etc.)

- Influential personality to drive coordination across multiple departments without direct authority

- Extremely structured and punctual working methods to ensure on-time bill and payment processing

- Strong technical knowledge of construction related processes
