Job Purpose and Key Accountabilities -

The Data Officer is the leader who bears responsibility on behalf of the organization to foster value creation by means of the organization's data assets and external data ecosystem.

The associated tasks include -

- Establishing data and analytics structure and governance

- Creating the Data Management policy and Master Data Management (MDM) system

- Envisioning data-enabled strategies

- Enabling all forms of business outcomes through analytics

The Data Officer will have the responsibility for aligning data policy and administration.

The key accountabilities of the role will be to:

- Data Management-One of the key tasks of the Data Officer is to oversee development and deployment of the enterprise's data and analytics platform for digital business.He/ she will be responsible for creating the Data Management policy and Master Data Management (MDM) system, enabling consistency in the data structure across the company.

- Data Governance - Establish the governance of data and algorithms used for analysis, analytical applications and automated decision making. He/ she will work with executives and leaders to establish the vision for managing data as a business asset.

- Data Analytics & Insights - He/she will take authority, responsibility, and accountability for enterprise information assets, and of the analytics used to render insights for decision making, automated decisions and augmentation of employee performance. He/ she will define data and analytics strategy practices, lead the creation (and assure the ongoing relevance) of the firm's data and analytics strategy in collaboration with the Chief Strategy Officer, MD, regional CEOs and CIOs.

- Drive operational excellence and systems thinking-He/she will be the corporate leader of data-driven insights to help support the exploitation of strategic and tactical business opportunities. Create and oversee a centralized service for sourcing external data to ensure quality, traceability, timeliness, usability and cost-effectiveness. Define processes for the effective, integrated introduction of new data.

- Controls & Compliance - Lead regulatory and compliance programs related to data and analytics assets. Ensure that appropriate audit controls exist for data and analytics that serve as the source material for reporting. Develop and maintain controls on data quality, interoperability, and sources to effectively manage the corporate risk associated with the use of data and analytics.

- Build a Data &Analytics COE - Improve the organization's capacity to develop insights with advanced analytics. Oversee the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the organization.

Reporting Relationship and Location

The Data Officer reports will be based in Dubai, UAE, and report to the Chief Strategy Officer. The span of control for the position will be in the range of ~ 4-6 direct reports.

Candidate Profile Education

A bachelor's or master's degree in business administration, computer science, data science, information science or related field, or equivalent work experience. Academic qualification or professional training and experience in regulatory areas are also desirable.

Experience

- The ideal candidate for this role will be a seasoned & highly qualified leader with 15 or more years of experience, ideally in business management, legal, financial or information or IT management - recently at or near the executive level. Broad business experience internally and within the vertical industry is desired.

- Five or more years of leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts. Strategy and management consulting experience desirable.

- Experience in integrating complex, cross-corporate processes, and information strategies, and/or designing strategic metrics and scorecards.

- He / She will therefore have the demonstrated experience of driving & analyzing data, the ability to think out-of-the-box, a willingness to experiment, and demonstrate a solutions orientation and strong business acumen.

- Additionally, the role incumbent will be required to work effectively with internal and external stakeholders. Finally, the leader should have a strong executive presence, relationship-building skills, and an ability to make an impact with all stakeholders. He/ Sheshouldbeavisionaryleaderwithextensiveexperienceofglobalbestpractices.

- Information strategy experience - Experience in strategic technology planning and execution, and policy development and maintenance.

- Analytical skills - Outstanding analytical and problem-solving abilities.

- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists. The candidate should be able to "sell" ideas and processes internally at all levels.

- Demonstrating knowledge of data structure, information systems/tools, related software and data management, enterprise content management, and record-keeping policies and practices in a complex organizational environment.

- Knowledge and experience on data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, regulatory compliance and enterprise architecture frameworks.
