Post graduate qualification in Financial Management or cost/ Chartered Accountant with around 10 years overall experience and 5 years of experience in multilateral funded (like world bank, Asian Development Bank, Japan International Cooperation Agency (JICA), DFID) infrastructure projects. The candidates having working experience with central or state government in the finance function will be preferred. The detailed roles and responsibilities:- - Establishing an appropriate financial accounting and control system for each project implementation units (PIUs) and for the entire project (PMU) - Administering the loan in accordance with ADB's disbursement guidelines - Establishing all necessary records and the procedures for maintaining/updating such records for each subproject and for the entire Program - Ensuring accurate and timely submissions of all required reports to the PMU and ADB - Establishing systems for smooth and timely funds ow from ADB/Government to Contractors. - Developing and implementing procedures for timely payments to the contractors and monitoring for compliance. - Ensure sound financial management of the program. Disbursement of funds (tranche/loan and government counterpart funds) . ADB will provide adequate oversight to ensure that good operating procedures are followed. - Shall establish the project financial management system and shall prepare financial management guidelines and operating instructions, financial and accounts manuals, disbursement claims and other related financial documentation. - Provide training to PMU staff and PIU staff in the financial management of ADB projects as part of the day to day activities
