Job Summary

The Monitoring and Evaluation Manager at THE COMPANY will be leading the department of monitoring and evaluation. He/she is the member of BOD committees for the issues relating to M&E. He/she is responsible for monitoring and evaluation of all the programs, projects and subsidiary companies of THE COMPANY within and outside Afghanistan. He/she will provide technical assistance to THE COMPANY management, develop indicators for monitoring THE COMPANY performance, developing and maintaining the THE COMPANY performance management plan and other project-level monitoring and evaluations plans, providing support in designing investment projects, producing reports as per the management requirements, and supporting THE COMPANY to learn from and make decision based on monitoring and evaluation data and results.

Duties and Responsibilities -

1. Leading and managing the monitoring and evaluation department of THE COMPANY.

2. Lead THE COMPANY in establishing performance measures, collecting and analyzing performance information, planning and managing evaluations and assisting management in using the performance information for decision-making and resource allocation.

3. Help in recruitment of competent employees for the M&E department of THE COMPANY.

4. Advise assistance, teams and senior management in designing and planning for evaluation, special studies and assessments of investment program and projects.

5. Provide regular input into the design, implementation and dissemination of evaluations, special studies and assessments.

6. Leading and coordinate the creating of THE COMPANY performance monitoring plan including assessing the validity of the information and indicators that contribute to that plan.

7. Help THE COMPANY teams to select data collection methods for adequate monitoring and evaluation of THE COMPANY investment programs and projects within and outside Afghanistan.

8. Assist THE COMPANY teams for implementing of monitoring and evaluation methods like field visits, quarterly reports, specialized surveys and other sources of information.

9. Coordinate the regular review of progress towards achieving THE COMPANY objectives by senior management through investment programs and project reviews, portfolio reviews or other processes deemed appropriate.

10. Initiate and lead discussions; prepare analysis or other measures which is helpful for ensuring quality monitoring and evaluation at THE COMPANY.

11. Identify approaches to increase of the company in gathering and using performance information.

12. Lead the process for updating policy and procedure documents in the areas of monitoring and evaluation to align with the international best practices in polices and requirements of THE COMPANY investment projects. Seek ways to increase transparency of THE COMPANY's system of reviewing results and use of performance information.

13. Act as a Point of Contact for Evaluation in THE COMPANY and provide guidance to technical teams on issues related to monitoring and evaluation.

14. Communicate with the respective members of top management in Kabul on issues related with monitoring and evaluation.

15. Assist Senior Management in building M&E capacities in the spirit of THE COMPANY Forward.

16. Manage evaluation contracts and agreements.

17. Attend meeting, workshop, events and discussions.

18. Prepare monthly, quarterly and yearly report.

19. Any other task assigned by the supervisor/top management of THE COMPANY.
