Job Summary : Be overall responsible for liaising, networking and collaborating as well as developing and maintaining relationships with stakeholders including relevant ministries, state government, institutions and bodies connected to education and life skill. To deepen Organization's engagement with government departments, relevant schemes and Programmes to synergize Organization's broader goals of building relevant government partnerships and enhance programme opportunities. Enable Organization to undertake evidence based advocacy with the government Responsibilities : Overarching goals : - Devise effective strategy to build strong network at various levels in relevant ministries, state government along with Regional Teams and key internal stakeholders - Develop five year plan for Government partnership in lines with Organization's vision and mission along with the CPO, Programme Delivery team, Strategy team and other internal stakeholders - Identify relevant government schemes and design programme strategies to leverage them - Represent Organization in technical and programme related meetings with ministries, government, Institutions and local civil society; respecting their mandates and program priorities and facilitate the active engagement on behalf of Organization at national and/or at sub national level Collaboration : - Collaborate with government in select aspirational districts and negotiate with state governments to strategically position the value add of Organization C2L approach - Identify and map development organisations and stakeholders for possible collaborations and partnerships to address the Organization's key outcomes and goals Functional partnerships : - Develop strategies for implementing programme in collaboration with government along with Programme Development (PD) - Design and Operation teams - Work closely with PD and Communications team to identify global and national campaigns that will be beneficial for Organization to be associated so as to achieve short and long term goals - Support Operations and PD team to participate in the partnership, needs assessments and response planning, using standardized tools and methods; and in coordination and/or collaboration with other stakeholders - Guide and work with CRMs to help them prepare briefs and updates for government meetings for key Programmes with focus on government partnerships - Train and mentor District Managers on government partnership front and help Organization create champions for all Programmes Evidence-based advocacy : - Monitor and research current and relevant emerging public policy and schemes relevant to Organization's programme and vision such as New Education Policy, etc. - Provide support to various survey, study and research to ensure the quality of outcomes and context specificity at the project transit areas - Prepare briefs, reports and presentations summarizing partnerships related activities and progress to update relevant government officials on stipulated frequency - Update senior management on overall government partnership progress for the organisation The ideal candidate would bring: - 15-20 years of overall work experience, primarily experience of working with government and delivering impact on Programmes/ projects with government including collaboration with Education, Youth affairs, Skilling, and other relevant sectors of government - Experience of direct work with relevant ministries, state government, institution- s, multilateral organisations is strongly preferred - Experience of working on public policy projects with any government, institutions, etc. is preferred - Comprehensive knowledge and experience in education and livelihood related programme - Ability to negotiate, facilitate and mobilise people with a result oriented approach - Ability to identify collaborative opportunities with an intuitive understanding of people, innovative models, and different campaigns with a passion to create impact - An innate ability to strike strong working relationships with government and a variety of different stakeholders that form the eco-system, such as Education ministries, Sports ministries, State &amp; District government and sector experts - Proven track record of providing support to organisations at multiple levels including operation, strategy, and governance - Deep understanding of the broad governance landscape in India, coupled with a strong network (local) in policy, government bodies, and non-profit - Excellent written and oral communication skills; with an ability to formulate and present analysis and arguments in a clear, crisp and concise manner to other team members, the Board as well as to the portfolio organizations - Fluency in English, Hindi and other Indian languages - Humility, integrity and commitment to producing the highest quality of work, with attention to detail and follow-through.
