POSITION VACANT: Deputy Director-Clinical Programs, India Health Action Trust (IHAT), Lucknow

ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Director-MNCH, the Deputy Director- Clinical would design and manage all the reproductive, maternal, neonatal, child health and adolescent related clinical interventions to achieve the overall aim of the TSU to strengthen health systems and facilities related to MNCH interventions in Uttar Pradesh.

Key Roles and Responsibilities:

(1) Developing RMNCHA clinical package of interventions and integrating into the delivery platforms of the TSU at health systems, facility and community levels;

(2) Guiding the development and/or refinement of RMNCHA clinical guidelines and standards of practice, protocols and other tools to improve service delivery and quality both in the clinical and non-clinical settings;

(3) Leading and supervising clinical and quality improvement interventions at both primary care facilities and first referral units including district hospitals through clinical pilots, rejuvenation of FRUs and scaling up clinical quality improvement interventions across the project area among others;

(4) Supporting the community and M&E teams integrate clinical components into their intervention strategy and activities;

(5) Developing clinical program mentoring mechanisms of the Government facilities by creating institutional links with key medical colleges in UP;

(6) Recruiting, training and ongoing administrative and technical supervision of other clinical staff of the MNCH project of TSU;

(7) Overseeing and/or actively participating in the preparation of grant proposals and renewals and providing technical expertise for the same;

(8) Reviewing performance of projects using M&E data and ensuring use of evidence for program planning;

(9) Managing the technical teams and coordinating between the different teams, defining expectations, providing leadership and technical support as needed;

(10) Working closely with the project partners with respect to designing and finalizing project proposals, budgets and contracts.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must have an M.B.B.S degree from institution recognized by Medical council of India, and MD and/ or Master's in Public Health or equivalent qualification.

Experience:

(1) Applicants must have minimum ten years of experience in a managerial and/or technical capacity in the public health sector;

(2) Experience of managing large scale RMNCH program would be preferred.

Skills and Competencies:

(1) Demonstrated ability to supervise and manage large teams of professionals;

(2) Demonstrated experience in mentorship towards clinical and technical aspects of public health;

(3) Excellent communication and interpersonal skills;

(4) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;

(5) Must be flexible and able to work in a challenging environment;

(6) Good computer skills.

COMPENSATION OFFERED:

The gross annual remuneration budgeted for the position ranges from Rs. 21 to 24 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
