Overview The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance. For more information, please visit: http://www.clintonhealthaccess.org CHAI has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunisation. Background on Essential Medicines Program Clinton Health Access Initiative (CHAI) had launched an effort to scale-up access to treatment for Pneumonia &amp; Diarrhea, which combined, kills over 1.5 million children every year. Working with the governments of four high-burden countries (India, Kenya, Uganda &amp; Nigeria) and leading global institutions, CHAI is supporting intensified efforts at both global and country levels to plan, resource, and implement effective interventions for scaling-up access to treatment for these conditions. This is achieved by supporting Governments effort in improving access to oxygen &amp; anti-biotics for Pneumonia, and zinc &amp; ORS for Diarrhea. In India, CHAI is building on its work on supporting efforts to reduce mortality among children below 5 years of age in Madhya Pradesh (MP). Approximately nineteen thousand children in MP die due to Pneumonia each year, representing one-eighth of the pneumonia mortality burden in India. Scope of improvement exists in Pneumonia treatment &amp; care that impacts patient outcomes such as primary dependence on informal sector which lacks appropriate medical training &amp; knowledge and unreliable supply chain processes to make essential medicines (Amoxicillin, Gentamycin &amp; Ampicillin) available at health facilities etc. In addition, lack of knowledge &amp; skills of providers at mid-tier public health facilities lead to inconsistent &amp; inaccurate Pneumonia classification and higher burden on higher level health facilities. To overcome these challenges, CHAI has been working with government to draft a comprehensive strategy that aims at significantly improving outcomes for under five children suffering from Pneumonia. CHAI is leveraging a large team in MP to impart skill-based training around Pneumonia care to providers at public health facilities, improve quantification, procurement &amp; distribution of essential medicines that include drugs required for treatment of Pneumonia &amp; severe pneumonia, mentor staff at various aspects of oxygen administration &amp; improve the availability of pulse-oximeters &amp; hypoxemia screening rates. At the national level, CHAI has supported the governments efforts &amp; respective partners in launching revised Pneumonia Operational Guidelines &amp; SAANS (Social Awareness &amp; Action plan to Neutralise pneumonia from Society) campaign to intensify action for reducing mortality due to childhood Pneumonia to less than three per thousand live births by 2025. CHAIs diarrhea program started in 2012 in UP, MP &amp; Gujarat to help in reduction of death due to diarrhea in under five children. The program helped create a self-sustaining last-mile distribution channel involving informal healthcare providers. Since the inception, zinc &amp; ORS coverage in the focus states have improved significantly. CHAI is seeking a highly motivated individual with outstanding credentials and demonstrated problem-solving abilities for the role of Manager-Essential Medicines. Since 2012, CHAI India has implemented efforts to increase the percent of children with diarrhea receiving the correct treatment of zinc/ORS in three focus states (Gujarat, Madhya Pradesh and Uttar Pradesh). In the current phase of this program, CHAIs efforts will focus on under five Pneumonia management, particularly ensuring timely diagnosis &amp; treatment for children with Pneumonia &amp; severe Pneumonia and availability of oxygen at all public health facilities. Manager-Essential Medicines will report to the Associate Director, Essential Medicines (EM) program to design and implement CHAI's Essential Medicines program in India. She/he will manage on-going initiatives in Pneumonia &amp; Diarrhea management within the EM programs portfolio and collaborate closely with a multitude of internal and external stakeholders in improving patient outcomes &amp; ensuring program sustainability. The candidate must be able to function independently and flexibly and have a strong commitment to excellence. Responsibilities 1) In partnership with the leadership, lead the design/refinement of CHAI India's Pneumonia &amp; oxygen program strategy in Madhya Pradesh 2) Support leadership to provide overall project management and oversight to ensure that expected deliverables and targets are achieved on time and on budget 3) Support National Ministry of Health to identify and accelerate implementation of highest-impact interventions to reduce Diarrhea and Pneumonia related deaths in children 4) Work closely with the leadership to manage relationships with diverse set of global stakeholders including CHAI global team, international institutions, donors, and engage with government for advocacy 5) Assist with resource mobilization and development of donor proposals to support implementation of India's Diarrhea and Pneumonia scale up efforts 6) Manage a cross-sectoral team by establishing program goals, supervising task execution and monitoring project progress 7) Manage relationship with stakeholders at various levels (national, state, cities) including both Government and Non-Government organizations, and coordinate with them for improved program performance and leveraging government support/services for sustainability 8) Work closely with the government of MP to identify and bridge gaps pertaining to supply chain, capacity building and monitoring and evaluation. 9) Ensure smooth compliance of all administrative, financial and contractual matters within the program 10) Help achieve operational excellence through analytics, develop programs strategy and ensure that the program is on track to achieve its objectives 11) Develop MoUs and manage partnerships between relevant institutions to define project objectives, work plans, budgets, and institutional arrangements 12) Coordinate the day to day functioning including support to the stakeholders involved in the project 13) Ensure high quality and up-to-date documentation of program activities and achievements including meeting minutes, progress reports for submission to donors, and process documentation 14) Synthesize and analyze all available data on fatality rates and care pathways of children with Pneumonia and incorporate findings into overall strategy and approach 15) Work in a collaborative environment with other CHAI staff, and travel as needed to provide on-ground assistance to other EM staff, partners and counterparts 16) Responsible for recruitment, retention and development of a high-quality team 17) Co-ordinate with other local and international development partners to leverage complimentary expertise, funding and/or relationships 18) Draw on CHAIs global and local expertise in demand generation and supply-side engagement proactively and work in a collaborative manner with cross-cultural teams. 19) Should be willing to travel on short notice within India with 40%-80% travel 20) Other responsibilities as requested by supervisor Qualifications 1) Dynamic, entrepreneurial individual with outstanding managerial, strategy, analytic, and communication skills 2) Bachelors in economics/ Business, Bachelor of Technology or Other Quantitative Subjects, MBA or a Masters Degree in Other Quantitative Disciplines 3) Minimum 8-10 years of work experience in a consulting, investment banking or a fast-paced result-oriented organization is extremely desirable 4) Extremely strong data management/excel skills, strong modelling skills 5) Demonstrated success in coordinating various stakeholders/interests (public sector engagement would be highly relevant) and developing strong relationships in order to drive a process successfully 6) Strong problem-solving skills and analytical capabilities, as well as creative thinking capabilities 7) Ability to multi-task, set priorities, and be effective under tight deadlines and in high-pressure situations 8) Excellent written and oral communications skills and a high degree of self-confidence 9) Desire to work in a fast-paced, limited-structure, high-pressure, multicultural environment
